However, <br />Section 1006.020.D of the Subdivision Ordinance states that side lot lines shall be at <br />right angles to street lines. The proposed subdivision contains two side lot lines, one <br />between Lots 2 and 3 and one between Lots 4 and 5 that are not at right angles to <br />Edgerton Street. City staff would advise that these side lot lines be redrawn to be <br />located perpendicular to Edgerton Street. <br />At issue in this plat is the grade between much of the site and Edgerton, the primary <br />access street. Access to Edgerton can only be achieved at the northern- or southern- <br />most portions of the property. <br />Access. The subject site abuts two collector roads -Little Canada Road (County Road <br />21) to the south and Edgerton Street (County Road 58) to the east. Section 1006.020.K <br />of the Subdivision Ordinance recommends that lots platted along collector streets be <br />platted in a manner that provides for turn-around access and egress on each lot. The <br />ordinance further provides that all lots must be designed so that access can be provided <br />from the street on which the lot has its frontage. In this case, driveways are shown to <br />provide access, although for a few of the lots, the driveways are sharply skewed to <br />comply with this requirement. <br />As a part of the plan, a new lot will be platted along Little Canada Road, and a portion of <br />the existing driveway will be abandoned in that area. The access to the existing home <br />is proposed to remain from Edgerton Street. <br />Construction Plans. The applicant has submitted preliminary construction plans for <br />the proposed preliminary plat. These plans address grading and utility construction. <br />These plans are subject to review and approval of the City Engineer. <br />Easements. The preliminary plat illustrates drainage and utility easements at the <br />perimeter of each lot as required by Section 1006.040 of the Subdivision Ordinance. <br />Drainage and utility easements must also be designated over the two proposed ponding <br />areas. All easements are subject to review and approval of the City Engineer. <br />Sidewalks. The proposed plans do not indicate the addition of any sidewalks. The <br />City's proposed Trail System Plan shows trails along both Little Canada Road and <br />Edgerton Street. <br />Park and Trail Dedication. Section 1007 of the Subdivision Ordinance outlines the <br />City's park and trail dedication requirements. The applicant is not proposing to dedicate <br />any land for park and trail use as a part of this plat. The Park Commission should make <br />a recommendation related to cash or land dedication for this plat. <br />2 <br />
