Tree Preservation. As provided for in Section 903.020.G.11.a of the Zoning <br />Ordinance, all existing trees which do not have to be removed to accommodate streets, <br />buildings, utilities or drainage shall be saved. Trees over six inches in caliper shall be <br />marked with a red band and surrounded by protective fencing prior to any grading of the <br />site. Removal of significant trees is subject to review and approval of City staff. <br />Additional tree preservation information is necessary to <br />Landscape Plan. A landscape plan was not submitted with the proposed preliminary <br />plat. As a condition of approval, the applicant must submit a landscape plan for the <br />proposed development including the required inventory of significant trees proposed to <br />be removed as provided for in Section 903.020.G.11.a of the Zoning Ordinance. <br />Existing Accessory Structures. The existing tennis court and three detached <br />accessory buildings shall be removed as a condition of approval of the final plat. <br />Development Contract. The applicant is required to enter into a development <br />agreement with the City and pay all applicable fees and securities upon approval of a <br />final plat. The development contract is subject to review and approval of the City <br />Attorney. <br />CONCLUSION/RECOMMENDATION <br />The proposed preliminary plat is generally consistent with the City's Zoning and <br />Subdivision Ordinances. Additional items need to be provided by the applicant in order <br />to fully evaluate the proposed preliminary plat. It may be appropriate to consider <br />tabling of the Preliminary Plat, pending submission of the remaining material to clarify <br />any outstanding issues. If the Planning Commission believes that the application can <br />go forward at this time, we would recommend that at least the following conditions be <br />included as outlined below: <br />The applicant shall provide a name for the proposed plat as provided for in <br />Section 1005.020.A.1 of the Subdivision Ordinance. <br />Lot areas for the proposed new lots shall be shown on the proposed plat. <br />3. Side lot lines between Lots 2 and 3 and between Lots 4 and 5 shall be revised to <br />be located perpendicular to Edgerton Street, where possible, as required by <br />Section 1006.020.D of the Subdivision Ordinance. <br />4. Turn around access and egress shall be provided for each new lot. <br />5. All construction plans (grading, streets, utilities, etc.) are subject to the review <br />and approval of the City Engineer. <br />6. Drainage and utility easements must also be designated over the two proposed <br />ponding areas, subject to the review and approval of the City Engineer. <br />
