MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2009 <br />Johnson also noted that the two middle lots were reconfigured to be more <br />sensitive to the environment and to minimize driveway grades without <br />impacting the bank along Edgerton Street. <br />Johnson reported that it is there intent to Final Plat this property in two <br />phases. The first phase will include Lots 1 and 2. The second phase Lots <br />3, 4, and 5. Johnson noted that the reason for the phasing is existing <br />market conditions. <br />Johnson described sewer access for this property, noting that Lots 1 and 2 <br />will have sanitary service from Little Canada Road and Lots 3, 4, and 5 <br />will have service from the Metro Sewer line on the north. <br />Johnson reported that the new homes that will be built on the lots will be <br />custom graded. Therefore, the houses will be fit into the existing <br />topography, and as many trees as possible will be preserved. Driveways <br />will be curved, rather than straight out to the street to also minimize <br />impacts. Johnson noted that the driveway for the existing house will go to <br />Edgerton Street, but pointed out that it will be at a 10% grade. <br />Johnson reported that the recommendations of the City Planner and City <br />Engineer either have been met or will be by the time the Final Plats are <br />submitted. The goal is to obtain Preliminary Plat approval at this time <br />with the understanding that the Final Plat will occur in two phases. <br />Knudsen asked about the change in lot lines between Lots 2 and 3 and <br />Lots 4 and 5. Johnson noted that the lines were made perpendicular at the <br />street as well as located so as to get driveway access around the existing <br />wall on Edgerton Street. The City Planner indicated that the Subdivision <br />Code requires perpendicular lot lines at the street so that driveways can be <br />squared up with the street. This is a safety issue. <br />Knudsen asked about home locations on the lots. Kevin McDowall, Pinot <br />Properties, reported that home locations will depend on the property <br />owners. He noted that the lots are very large and will be able to <br />accommodate good-sized homes. McDowall stated that they foresee the <br />homes being located closer to the east side of the property in order to have <br />views of the lake. <br />Johnson reviewed the grading plan for the properties. He noted that the <br />driveway entrances for Lots 2 and 3 and Lots 4 and 5 will be close <br />together to minimize the conflict points on Edgerton Street. Johnson <br />agreed that the owners will likely site the houses to optimize the views. <br />He noted that Pinot Properties will not be grading the site.
