MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2009 <br />down. Johnson agreed, and noted that these lots will sell for a high price <br />and the trees add to the value of the property. McDowall stated that the <br />houses will be upscale and consist of approximately 4,400 square feet <br />finished. Claridge reported that Pinot Properties will sell the lots and will <br />not building the houses. <br />Dennis Larson, 585 Keller Parkway, indicated that he was concerned <br />about drainage coming across Edgerton Street toward his property. <br />Johnson indicated that the high point of the property lies between Lots 3 <br />and 4. He also noted that there is ponding proposed on either end of the <br />property. Some of the drainage will flow to the north pond and the <br />remaining to the south pond. There will be a limited amount of water <br />flowing onto Edgerton Street. Knudsen pointed out that the City Engineer <br />will be reviewing drainage. Johnson stated that they have no problem <br />complying with the City Engineer's recommendations. <br />Larson asked if adjacent property owners will be assessed for the road <br />widening. The City Planner replied that the County is requiring additional <br />right-of--way from the plat for Edgerton Street. There are no plans, at this <br />time, to widen the sheet. <br />Larson asked when the lots in the second phase would be developed. <br />Claridge replied that that depends on the economy. McDowall stated that <br />it would be their intent to hold Lots 3, 4, and 5 for a period of time until <br />the economy is improved. <br />Hall asked if economics was the reason for carving out Lot 1 as shown. <br />Johnson indicated that they felt Lot I provided a good transition from the <br />other homes along Little Canada Road to the larger houses that will be <br />developed on this property. He pointed out that at 18,000 square feet, Lot <br />1 is a huge lot. Johnson also agreed that economics is part of the <br />reasoning. McDowall stated that they do not want to devalue Lot 2, and <br />feel that Lot 1 provides this transition without negatively impacting Lot 2. <br />Turcotte asked if the City could require that the homes on Lots 3 and 4 be <br />rambler-style. The City Planner noted that the Code would allow a 2 %2 <br />story house on these lots. To lower that height would require a change in <br />zoning regulations. <br />The Commission discussed the placement of the new homes on these <br />proposed lots, and agreed that building envelope identification should be <br />required. Knudsen stated that he liked the fact that the density was low on <br />this development and noted that this is a beautiful piece of property. The <br />Commission and the developer then reviewed the City Planner's February <br />5, 2009 report in detail with the developer agreeing to comply with all <br />conditions including submission of building envelop identification. <br />-8- <br />
