<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Director <br /> DATE: December 14, 2022 <br /> RE: Approval of Open-Air Picnic Shelter for Pioneer Park <br /> <br />ACTION TO BE CONSIDERED <br />Motion to approve the purchase of a picnic shelter for Pioneer Park from St. Croix Recreation for <br />$50,899.12. <br />BACKGROUND <br />The Pioneer Park ‘play node’ project continues to move forward and staff is currently working <br />on procuring site amenities for the project area. The play node design has included a new open- <br />air picnic shelter to sit near both playground containers to offer an area of shade and a place to <br />relax while visiting the park. This shelter is designed as a 24-foot hexagonal picnic shelter with a <br />vented top. The picnic shelter will have electrical outlets and a lighting system on a timer that is <br />similar to the lower shelter at Spooner Park. Staff is not planning on allowing the shelter to be <br />rented but used on a first-come-first-served basis for the community. <br />Staff was able to get a quote for the Steelworx brand shelter from St. Croix Recreation, which is <br />the same brand that the City has purchased for Spooner Park and Rondeau Park. Staff has been <br />pleased with those shelters. Additionally, the shelter has been quoted utilizing state contract <br />pricing. <br />Staff has been informed that there are anticipated price increases on this product beginning in <br />2023 and the current lead time for this shelter is 18-20 weeks once engineered drawings are <br />approved, so staff would like to get the shelter ordered as soon as possible. <br />The procurement of the open-air picnic shelter is one of the amenities that is being done directly <br />by the City and was omitted from the Site Improvement Bid package to eliminate any contractor <br />markup. <br />As a reminder, many Park Amenities are being procured directly by staff and alongside that, Site <br />Improvements will be made by a construction contractor. <br />Park Amenities Being Procured Directly by City Staff <br />• New playground Equipment (equipment and installation) <br />• Poured-In-Place Rubber surfacing (to be installed by the playground company above) <br />• A new shade structure/picnic shelter <br />• Site furnishings (new picnic tables, benches, and drinking fountain) <br />• Entry kiosk <br />
