Bids received for the project are higher than the final engineer’s estimate of $873,330 and also
the engineer’s estimate that was shared with the City Council at the time of final plan approval,
which was $802,000. The difference between the two engineer’s estimates is a result of
additional soil correction added to the project during the bidding phase.

In order to bring project costs closer to the project budget, staff has begun working with Albrecht
Company to identify areas to save costs. As such, a number of items that were included in the
site amenities bid are recommended to be removed and completed by City staff via Change
Order #1. This will save approximately $41,200 from the site amenities contract. Staff feels there
may be opportunities to reduce project costs by another $50,000 through ongoing collaboration
with the Contractor; these collaborations will be ongoing over the next several months.

The updated 2023 project costs and funding table is shown below:

Estimated 2023 Project Expenses
Park Amenities (per up-to-date quotes) $681,000
Site Improvements (less Change Order #1) $969,203
Professional Services (Construction Admin, Geotechnical, Electrical) $70,000
Construction Contingency $50,000
Total: $1,770,203
2023 CIP Funding
DNR Grant $300,000
LCRA Donation $400,000
General Capital Improvement Fund (Fund 400) – Rubber Surfacing $170,000
General Capital Improvement Fund (Fund 400) – Trail Work $26,000
Additional Expenditures with current bids (Fund 400) $153,167
10% Fund (Fund 408) $145,000
ARPA Funds $576,036
Total: $1,770,203

FINANCIAL IMPACT:
As shown above, the current estimated 2023 project costs, with contingencies, exceed the draft
2023 CIP funding by approximately $153,167, the initial approved amount was $1,617,036.
While there will continue to be opportunities to reduce the estimated project costs through
collaboration with the Contractor, the additional $153,167 funding identified will be funded from
the General Capital Improvement Fund 400. With the new addition, the City portion of total
expenditures for the project is $349,167. As mentioned during the CIP process the City
