MINUTES <br />Parks & Recreation Commission <br />March 5, 2009 <br />Maida inquired if we would construct a sidewalk on just one side of the street or both sides. <br />Morelan responded stating it would only be on one side and it would probably be best to <br />construct it on the north side because of St. John's Cemetery located on the south side of the <br />street. <br />Steinwall made a motion to recommend to the Huot developer, the City Council, and the City <br />Engineer that the city request aright-of--way land allowance from the Huot developer for a <br />possible future sidewalk development on LitCle Canada Road. Lolmaugh seconded the <br />motion. Motion carried 7-0. <br />VOLUNTEER OPPORTUNITIES <br />Morelan commented that in the past the City Administrator, parks maintenance employees, <br />and the Lino Prison Crew have planted and maintained the flowers and perennials in the city. <br />He mentioned that this year the prison crew was eliminated from the budget and would only <br />be hired for a few special projects. <br />Sullivan stated she is a member of the Lake Owasso Garden Club who provide assistance to <br />cities, schools and churches with gardening. She thought it would be nice to clean up the area <br />and plant flowers or perennials around the park signs in the city. Morelan stated that the two <br />areas that were in need of work in that regard were the entrance to Pioneer Park on Centerville <br />Road and the Gervais Mills Pond Park on Edgerton Street. Sullivan also mentioned the area <br />around the playground equipment in Pioneer Park. Sanders stated day lilies were there at one <br />time. Sanders, Morelan and Steinwall all added to the discussion that the Pioneer Park <br />Centerville entrance could use some plantings but the soil was poor and the area was in the <br />shade most of the day. Maida suggested hostas as a plant type that could be considered. <br />Morelan stated that all plantings would require ongoing maintenance. Sullivan stated she <br />would contact the Garden Club and see if they could assist in cleaning up the park sign areas, <br />mulching, and do some planting. Morelan stated that the city would provide the materials <br />they would need for this activity and he would be interested in meeting with the group also. <br />Maida inquired if the city has ever considered using an environmental design group that <br />would help prevent crime. For example, they would illustrate the safe distance for bushes to <br />be placed along trails and sidewalks to insure safety. Sanders stated that most bushes planted <br />are recommended to be low in height and placed at least ten feet back fiom the trail or <br />sidewalk. <br />Lolmaugh reported that the Americoip Group was doing projects on a much larger scale than <br />what we would need for assistance at this time. They require a six to eight week commitment <br />for work for eight to twelve students. There is a 30-page application to fill out and it is too <br />late to provide assistance for this year.
