MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2009 <br />generator, but rather a control mechanism to help ensure that properties <br />stay in compliance with their CUP's. The Administrator felt that the <br />biggest issue with the outdoor storage license will be the fee that is set. <br />Stanke stated that the Ryan property owners thought that the outdoor <br />storage license would be required only for those property owners with off- <br />site rental, similar to Lee Rossow's rental of outdoor storage space to <br />Quality Restoration. <br />The City Administrator suggested that he review the minutes relative to <br />the discussion that took place. He again noted that this is not intended as a <br />revenue generator, but an additional control mechanism. The <br />Administrator pointed out that there are many other types of business <br />licenses required by the City. He further noted the option of licensing all <br />businesses in order to offset fire inspection costs. <br />McGraw agreed that the issue had been discussed thoroughly and felt that <br />the property owners should have been aware of the upcoming license. <br />McGraw also noted that there was discussion of a tiered license fee where <br />the fee would go down for properties consistently in compliance with their <br />CUPS. Stanke suggested the license fee be set at $0 for those properties in <br />compliance. Montour noted that the City still has administrative costs of <br />doing business. He also noted that other businesses in the City are subject <br />to license fees. <br />Stanke asked if this license would just apply to the I-1 properties. It was <br />noted that it would apply to properties zoned I-1, I-2 and I-P. It would be <br />a license for outdoor storage and these are the only zoning districts in <br />which outdoor storage is allowed. <br />The City Adminish•ator noted that initially the Council had considered <br />allowing outdoor storage by interim use. That was a problem with the <br />Ryan Industrial Park property owners. The result was amending the <br />Zoning Code relative to outdoor storage standards as well as creating an <br />outdoor storage license. <br />Stanke felt that there would be many Ryan property owners opposed to the <br />license and he expressed concerns with the City's Code Enforcement <br />Officer. <br />Montour suggested that action on the ordinance be tabled for a month. In <br />the meantime, staff can put together information on the discussion that <br />occurred relative to the issue. The Administrator stated that he would put <br />together a summary of the discussions and provide that information to Mr. <br />Stanke for distribution to the Ryan property owners.
