MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />*APPROVAL OF THE VOUCHERS; <br />*CALLING A PUBLIC HEARING TO APRIL 22, 2009 TO <br />CONSIDER AN INCREASE IN THE ON-SALE LIQUOR AND ON- <br />SALE WINE LICENSE FEE; <br />*AMENDING THE PERSONNEL POLICY RELATIVE TO <br />GRIEVANCE PROCEDURES AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />OUTDOOR Blesener noted that Roger Stanke has requested that the Council table <br />STORAGE action on consideration of the Outdoor Storage Licensing Ordinance <br />LICENSING until the April 22, 2009 Council meeting as there are several property <br />owners from Ryan Industrial Park out of town. The City Administrator <br />noted that he has compiled minutes of Council meetings showing the <br />discussion related to outdoor storage licensing. He indicated that in <br />reviewing the minutes there was some overlap of discussions relative to <br />outdoor storage licensing and off-site outdoor storage which could have <br />led to some confusion. <br />Roger Stanke, Ryan Industrial Park, reported that property owners in the <br />I-P District were not notified of the City's intention to enact an outdoor <br />storage licensing ordinance. Stanke questioned the need for an additional <br />license, noting the current state of the economy. Stanke felt that if an <br />additional license is enacted, it should be a City-wide business license. <br />The City Administrator pointed out that amendments to the Municipal <br />Code do not require direct mailed notice to property owners. Stanke felt it <br />was common decency to provide this notice and allow the property owners <br />a vote. The Administrator noted that it is the City's elected officials that <br />vote to enact Code changes. Stanke indicated that the industrial property <br />owners are upset that they do not have a voice or a vote in this matter. <br />Montour suggested that Stanke inform the property owners that the <br />outdoor storage license ordinance will be considered at the Apri122, 2009 <br />Council meeting and encourage their attendance. Montour felt that these <br />business owners should address the Council directly. Stanke asked that <br />the City furnish him with a list of the owners of all industrial properties in <br />the City. The City Administrator reported that he would provide Mr. <br />Stanke with a copy of the City's zoning map, as the City does not have a <br />business listing in the format that he is requesting.
