MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-4-90 -APPROVING THEAMENDMENT <br />TO THE MUNICIPAL CODE,11 Dl. DOGS AND CATS, AS <br />PROPOSED BY THE CITYADMINISTRATOR WITH THE <br />UNDERSTANDING THAT ADDITIONAL PET THERAPY CRITERIA <br />WILL BE PRESENT TO THE COUNCIL FOR CONSIDERATION <br />AT THE MAY 13, 2009 MEETING OUTLINING MORE <br />CERTIFICATION REQUIREMENTS AS WELL AS, A <br />REASONABLE EXPECTATIONAS TO NUMBER OF PET <br />THERAPY VISITS PER YEAR <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />OUTDOOR The City Administrator noted that over the course of updating outdoor <br />STORAGE storage standards in the I-1 District, the issue of an outdoor storage license <br />LICENSE was discussed numerous times. He listed the various meeting dates at <br />which this discussion occurred. The Administrator also pointed out that <br />the I-1 District Ordinance amendment that was adopted requires a separate <br />business license for the activity of outdoor storage. The Adminisriā¢ator <br />pointed out that a number of the industrial property owners were present at <br />these meetings when this discussion occurred. The Adminisriā¢ator pointed <br />that there was discussion about the licensing of outdoor storage as well as <br />requiring an Interim Use Permit for off-site outdoor storage. There may <br />have been some confusion over these two issues. <br />The Administrator then reviewed the Code Enforcement Officer's report <br />dated April 17, 2009 within which she recommends a licensing process as <br />well as a $50 annual outdoor storage license fee. The process also <br />includes a temporary license fee for properties out of conformance with a <br />90-day period under the temporary license to get a property into <br />conformance. The Administrator noted that the outdoor storage license is <br />another enforcement tool for the Council. <br />Blesener agreed that the licensing of outdoor storage was discussed a <br />number of times. Blesener stated that he supported the licensing process <br />recommended of the Code Enforcement Officer with the extension of the <br />90 day temporary license to a 120 day period. Blesener felt a second 120 <br />days temporary license should be an option. After that point, if a property <br />was not in compliance the outdoor storage license would not be issued and <br />the CUP revocation process would begin. Blesener also suggested that if a <br />property falls out of compliance within the first three years, another <br />temporary license should be an option, perhaps at a $500 fee.
