STAFF REPORT TO: Mayor Fischer and Members of the City Council FROM: Bryce Shearen, CPRE, Parks & Recreation/Community Services Director DATE: May 24, 2023 RE: Vadnais Boulevard Trail Project Grant Application ACTION TO BE CONSIDERED Approval of a resolution approving Ramsey County grant application and commitment of local funds for the Vadnais Boulevard Trail Project between Rice Street and County Road E. BACKGROUND From the Fall of 2021 to the Summer of 2022, Ramsey County led a study to identify trail and road design concepts for Vadnais Boulevard between Rice Street and County Road E in Vadnais Heights and Little Canada. The full trail study is available on the project page here. With the trail study completed, Ramsey County intends to submit a Federal Regional Solicitation Application to help fund the project. The application would be submitted this summer. If the application is submitted and awarded, it would be for the funding year 2028 or 2029. In order to submit the application, Ramsey County needs a resolution from both the City of Little Canada and the City of Vadnais Heights in support of submitting the application and committing to the local cost share. FINANCIAL DATA Below is a breakdown of estimated costs for the project with a trail on the North side of Vadnais Blvd. Please anticipate the costs to change over time but the Count is accounting for a 5% inflation increase. There is time to pursue grants and partnerships to reduce the cost to the city. • 2022 estimate (Corridor Study): $10 million • 2028 cost estimate (5% annual inflation): $13.5 million • Maximum Regional Solicitation Award: $5.5 million • Anticipated Local Project Cost: $8 million ($4 million Ramsey County/$3.6 million Vadnais Heights/$400,000 Little Canada) VADNAIS HEIGHTS The City of Vadnais Heights City Council unanimously approved the resolution at its May 2, 2023, City Council Meeting.
