<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRE, Parks & Recreation/Community Services Director <br /> <br />DATE: May 24, 2023 <br /> <br />RE: Vadnais Boulevard Trail Project Grant Application <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Approval of a resolution approving Ramsey County grant application and commitment of local <br />funds for the Vadnais Boulevard Trail Project between Rice Street and County Road E. <br /> <br />BACKGROUND <br />From the Fall of 2021 to the Summer of 2022, Ramsey County led a study to identify trail and road <br />design concepts for Vadnais Boulevard between Rice Street and County Road E in Vadnais Heights <br />and Little Canada. The full trail study is available on the project page here. <br /> <br />With the trail study completed, Ramsey County intends to submit a Federal Regional Solicitation <br />Application to help fund the project. The application would be submitted this summer. If the <br />application is submitted and awarded, it would be for the funding year 2028 or 2029. In order to <br />submit the application, Ramsey County needs a resolution from both the City of Little Canada and <br />the City of Vadnais Heights in support of submitting the application and committing to the local <br />cost share. <br /> <br />FINANCIAL DATA <br />Below is a breakdown of estimated costs for the project with a trail on the North side of Vadnais <br />Blvd. Please anticipate the costs to change over time but the Count is accounting for a 5% inflation <br />increase. There is time to pursue grants and partnerships to reduce the cost to the city. <br /> <br />• 2022 estimate (Corridor Study): $10 million <br />• 2028 cost estimate (5% annual inflation): $13.5 million <br />• Maximum Regional Solicitation Award: $5.5 million <br />• Anticipated Local Project Cost: $8 million ($4 million Ramsey <br />County/$3.6 million Vadnais Heights/$400,000 Little Canada) <br /> <br />VADNAIS HEIGHTS <br />The City of Vadnais Heights City Council unanimously approved the resolution at its May 2, 2023, <br />City Council Meeting. <br /> <br /> <br />
