Ramsey County | Base Plan 70 <br />•The date and times of work, and a very short description of what the employee did that might <br />be related to the emergency. <br />•What equipment they were using at the time <br />7.2.2.1.1.5 Emergency Contracting <br />The CFO and the County manager may choose to draft a resolution allowing for contracting which allows <br />amounts in excess of $100,000 that include reporting and requesting requirements that differ from the <br />usual and customary requirements around board actions for contracts. <br />•Contracts must still comply with applicable Ramsey County policy and state and federal law <br />(including the requirements of CFR Part 200). <br />•Amendments and additions to contracts in an emergency must always comply with existing <br />policies and laws. <br />•Contracts may not include contingencies based on potential reimbursement from the state or <br />federal government. <br />7.2.2.1.2 Establishing the Disaster Costs Recovery Committee (DCRC) <br />The CFO and the director of RCEMHS will confer about the timing for calling together the Disaster Costs <br />Recovery Committee (DCRC). <br />•The purpose of the DCRC is to identify and coordinate strategies for maximizing the possible <br />programs by which Ramsey County is likely to recoup some or all expenses related to the <br />emergency incident. These might include: <br />Insurance <br />FEMA Public Assistance <br />MN HSEM Chapter 12 <br />State of MN agency grants <br />Other sources <br />•The DCRC membership should include: <br />CFO (Chair) <br />Director of RCEMHS (Vice Chair) <br />Controller – Safety and Justice Service Team <br />Finance Department Deputy Director <br />Ethics Officer <br />Lead Outside Consultant (If hired – the CFO and RCEMHS will confer as to when to utilize <br />outside contractor assistance.) <br />7.2.2.2 Municipal Disaster Cost Recovery Procedure <br />7.2.2.2.1 Establishing Municipal Cost Recovery Record Keeping
