Ramsey County │ Annex D: Public Health and Medical 11 <br />3.4.4 METROPOLITAN HOSPITAL COMPACT <br />The six hospitals in Ramsey County, along with surrounding hospitals, clinics, and long-term care <br />facilities in the Twin Cities metropolitan area, are members of the Metropolitan Hospital Compact. This <br />compact is a voluntary agreement to engage in cooperative and coordinated planning and response <br />efforts. In the event of an emergency, members will work together for information and resource sharing <br />to facilitate a coordinated response effort. <br />3.4.5 METRO HEALTH AND MEDICAL PREPAREDNESS COALITION <br />Ramsey County and the health care facilities and organizations within the County are members of the <br />Metro Health and Medical Preparedness Coalition. The coalition is comprised of hospitals, clinics, <br />emergency managers, EMS, long-term care, public health, and hospice and home care within Anoka, <br />Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties as well as the cities of Minneapolis, <br />Bloomington, Edina, and Richfield. In addition to providing regional coordination of planning, training, <br />and exercises, the coalition can provide health and medical situational information and facilitate health <br />and medical resource sharing during emergencies. <br />3.4.6 METRO MEDICAL RESOURCE CONTROL CENTER (MRCC) <br />The MRCC provides medical control communications to pre-hospital emergency care providers in the <br />East Metro Counties of Dakota, Ramsey, and Washington in Minnesota, and areas of Western <br />Wisconsin. During an active emergency, the MRCC, following internal standard operating procedures, is <br />responsible for the coordination of patient movement and tracking, EMS communications, and resource <br />allocation. <br />3.4.7 MNTRAC <br />MNTrac, the Minnesota system for Tracking Resources, Alerts, and Communications, is an internet- <br />based platform, designed to track bed capacity, pharmaceuticals, and resources from hospitals within <br />the state to support surge capacity. This system, administered and maintained by MDH, provides real- <br />time situational awareness within the health care system to aid in patient movement and resource <br />sharing. <br />3.4.8 RAMSEY COUNTY MEDICAL RESERVE CORPS (MRC) <br />The Ramsey County MRC is a resource of health professionals and other volunteers that can be <br />leveraged during a health and medical emergency response. The MRC volunteers are comprised of <br />active and retired health care professionals and students, community leaders, citizens with health or <br />public health backgrounds, multilingual volunteers, and those who serve individuals with DAFN. <br />Under the direction of SPRCPH, the MRC volunteers can assist in mass dispensing and vaccination clinics, <br />support epidemiological case or contact investigation, serve as supplemental staff in a variety of <br />capacities, including hospitals and alternate care sites, and can aid in public information campaigns. <br />3.4.9 REGIONAL HOSPITAL RESOURCE CENTER (RHRC) <br />The RHRC will be a designated hospital within the Metropolitan Hospital Compact that will serve as a <br />clearinghouse for information during an emergency and can assist in matching available and requested <br />resources within the health care system.
