<br />To date, staff submitted for and received a grant from MnDNR for $300,000 and the Little <br />Canada Recreation Association has committed up to $400,000 for the playground equipment and <br />installation. The project scope for the MnDNR grant funds was that the City of Little Canada <br />will develop an interactive water feature, picnic shelter, walkways, park furnishings and fencing, <br />landscaping, and rain gardens. <br /> <br />PLAYGROUND: <br />A playground equipment Request for Quotes (RFQ) was sent to playground vendors with a <br />submittal deadline of October 21, 2022. Outlined in the request is the budget and playground <br />equipment that the City would like to see included. The included list is from what the community <br />and youth responded to in the Pioneer Park improvement engagement process and was identified <br />in the Pioneer Park Master Plan. <br /> <br />BUDGET <br />The budget for the playground equipment and installation is set at $400,000. The City has additional <br />funds for the installation of poured-in-place rubber surfacing or artificial turf. Site grading and <br />concrete work will be installed by a separate contractor. <br />OBJECTIVE <br />The Pioneer Park Phase I Master Plan identified focused improvements to develop a play node in <br />replacement of the existing playground. It is the desire of the City that the play node provides an <br />opportunity to create a unique community-scaled destination play area for diverse play experiences <br />serving a wide range of ages, abilities, and interests. The play structure that will anchor this node <br />will be in an extremely high-profile playground with much use. This structure needs to have an iconic <br />feel that sets it apart from other play elements. All play elements must meet current ASTM and CPSC <br />guidelines and current ADA guidelines. Specific elements that the City would like to see included are: <br />• Tall vertical play element to set it above the park’s otherwise flat terrain. <br />• Play elements at different levels for all abilities. <br />• ADA ramps, platforms, and/or bridges. <br />• Unique play features for Little Canada and the surrounding communities. <br />• Large shade features. <br />• Rope structures and climbing elements. <br />• A potential zip line feature (if the site allows). <br /> <br />The vendor may submit more than one design proposal for the playground area to provide the City <br />with an alternative design to consider; whether traditional, non-traditional, themed, or a <br />combination of styles. <br /> <br />FINANCIAL IMPACT <br />Items identified in the CIP for 2023 <br />• Play node - $875,000 ($575,000 Fund 400 | $300,000 MnDNR Grant) <br />o Trails/walkways, interactive water feature, picnic shelter, park furnishings, <br />fencing, kiosk, drinking fountain, landscaping/rain gardens, and engineering <br />• Playground Equipment - $400,000 ($0 Fund 400 | $400,000 Donation from LCRA) <br />• Poured-In-Place Rubber Surfacing - $155,000 (Fund 400) <br />• Trail Repair - $26,000 (Fund 400)
