MINUTIJS <br />PLANNING COMMISSION <br />MAY 7, 2009 <br />Seviola noted the proposed location of the parking lot, indicating that <br />various locations were considered with the goal of minimizing tree impact. <br />Seviola felt the proposed location was minimally invasive to the site. <br />Michaelea Whelan, Sunde Engineering, appeared before the Commission <br />and described the property, exiting parking lot locations, as well as the <br />new parking lot. She noted that a retaining wall is proposed to be <br />constructed along the north side of the new parking lot. Knudsen asked <br />about tree impact. Whelan noted that the entire site has tree cover. <br />Seviola noted that most of the trees on the north side of the property are on <br />top of the hill. The area that is proposed for the new parking lot was <br />graded during building construction; therefore, there are not many trees in <br />this particular location. Seviola again stated that St. Jude will save as <br />many trees as possible, and that St. Jude like to keep their properties <br />green. He noted that a landscaping plan has not yet been submitted. <br />Knudsen noted the City's Tree Preservation Ordinance. Seviola indicated <br />that they would comply with that ordinance. <br />Duray asked about the grade of the new parking lot. Whelan indicated <br />that the new parking lot will tip towards the service drive to minimize the <br />height of the retaining wall. Duray asked about the existing fence in <br />relation to the retaining wall. Whelan stated that the retaining wall will be <br />about five feet south of the fence. The fence will remain in place. <br />Knudsen asked about the lighting of the parking lot. Seviola presented a <br />lighting plan showing four existing light poles. He noted that an <br />additional light will be added to each pole to light the new parking lot. <br />Knudsen asked about additional handicapped parking. Seviola reported <br />that St. Jude would comply with the City's recommendations. <br />Knudsen suggested that a landscape plan and lighting plan be presented to <br />the City Council. The City Planner indicated that the Planning <br />Commission can recommend approval subject to the submission of these <br />plans. He noted that these plans are typically submitted prior to approval <br />of the actual construction plans. <br />Knudsen asked about storm water treatment. Seviola reported that the site <br />is currently planted with prairie grasses, and that theme would be <br />continued. Whelan described the drainage of the site noting that the outlet <br />for the existing pond will be upsized. That pond will flow into an <br />expanded infiltration basin on the site which treats the majority of the site. <br />The City Planner noted that the City Engineer will review final drainage <br />plans.
