M I NL7TES <br />Packs & Recreation Commission <br />rebruary 3, 1994 <br />recommended 1994 parks and recreation improvements, that <br />money could be used to start the Gervais Mill landscaping. <br />Hartmann commented that skating at Pioneer Park would be <br />nice. <br />Remerowski felt that the City should start looking at using <br />the park acquisition money for park development. He felt <br />that the City needs to be able to maintain the park property <br />it has. Sanders stated that he would hate to see the City <br />start spending the acquisition money since some funds will <br />be needed for acquisition. Remerowski agreed, but stated <br />that it seems the City is struggling to find funds to finish <br />the parks they have. He stated that if something does not <br />happen with Gervais Mill Park, it could become a weed patch <br />in which no one would use. Wehrle stated that the problem <br />with spending the acquisition money is once it is spent, it <br />is gone. However, Wehrle agreed with Remerowski that the <br />parks need to be developed. Sanders commented that the <br />contractor will be seeding Gervais Mill Park and placing <br />wood chips down for paths. <br />Holm asked if private donations work for buying plantings, <br />trees, etc. Greger stated that labor could possibly be <br />donated by a local business with a little publicity in the <br />paper. He felt the City may have to pick up the cost of the <br />materials, but the labor could be donated. Wehrle felt that <br />donations could be tried, but he felt that the City should <br />allocate money on a yearly basis for Gervais Mill <br />landscaping since it is a big park and clearly visible. <br />Remerowski stated that he would not be opposed to finishing <br />the landscaping right away and reducing the Pioneer Park <br />parking by that amount. Wehrle felt that parking should be <br />placed in unallocated until the issues are decided upon. <br />Remerowski felt that if it is put in unallocated, it may <br />never come out. <br />Johnson stated that she would be in favor of allocating <br />$5,000 for the Gervais Mill landscaping starting in 1994. <br />Wehrle felt that it could not be started in 1994 -- he did <br />not feel the Council would approve an additional $5,000 <br />expenditure in 1994. Remerowski felt that if there was <br />parks and recreation money left in 1994, it could be used <br />toward the Gervais Mill improvement. Hartmann stated that <br />getting volunteers to do the planting would save money also. <br />Wehrle felt that if a grant is received, Gervais Mill <br />landscaping should be started in 1994. The $5,000 per year <br />allocation toward it also could be started in 1995 and run <br />through 1998. <br />-12- <br />
