M s NU'CES <br />P+:rks & Recreation Commission <br />s c-k>ruary 3, 1994 <br />Heights' Planning Commission approved a park that will be 9% <br />of their total land or 3.5 acres. It will contain trails, <br />tennis courts, and an access to the lake. The developers <br />felt that both cities would benefit by development of a <br />joint park between the two properties. <br />Sanders asked the developers to review the public walk <br />connections proposed for the properties in each City. <br />Herbst stressed that the plan they have is a concept only. <br />He indicated that the plan contains proposed private trails <br />that will connect to the St. Paul Water Utility land, the <br />lake, and on to Little Canada's side of the property. <br />Sanders asked if walkway easements would be left between the <br />lots. Herbst indicated there would be easements. <br />Sanders asked if the wetland as shown on their plan <br />existed. Herbst indicated that there is vegetation, and <br />canary and reed grasses present, but not standing water. He <br />stated that there was standing water this summer, but it was <br />due to a plugged culvert. <br />Uban reviewed Little Canada's site topography for the new <br />commission members. He stated that the land where the homes <br />will be built in Vadnais Heights slopes up from the lake, <br />and the land in between the two cities is more level. <br />Therefore, the homes in Vadnais Heights will be up higher <br />than the lake. <br />Uban indicated that twin homes are proposed for Little <br />Canada's property. However, these homes will look like a <br />single family structure. They will not be mirrored like <br />other twin homes typically seen. Each building will contain <br />two double car garages which will have entrances on the <br />side. There will also be an association which will maintain <br />the property as a whole and which will control what can be <br />stored outside. Therefore, the appearance of the site will <br />be neater and more uniform. The same number of buildings <br />are proposed as what would be allowed if single family homes <br />were built. Eleven twin homes are proposed. There would be <br />less grading and removal of trees with twin homes and there <br />would be more space in between each building. In addition, <br />the setback from the lake would be 100 feet or more with <br />twin homes vs. 75 feet with single family homes. Only one <br />dock would be installed for the twin homes where as several <br />docks could be installed for single family homes. Uban felt <br />that all these factors combined would make a noticeable, <br />positive image for the area with a clustered homeowner's <br />association. <br />-2- <br />
