MINUTES <br />PARK AND RECREATION COMMISSION <br />MARCH 3, 1994 <br />The Director reported that residents typically request <br />that trails be at least blacktopped for easier access for <br />people pushing strollers. <br />Greger felt that too much blacktop would cheapen the <br />community and preferred a more natural setting for the <br />adjacent residents and people using the area. <br />Wehrle felt that without blacktop, the trail is limited <br />to single-season use. <br />The Director pointed out that the City does plow some of <br />its trails for winter use. <br />Greger stated that he could support blacktop trails in a <br />park, but not a residential area. <br />Magnuson stated that she disagreed with Greger and would <br />prefer a trail on unimproved Jackson street to be <br />blacktopped for easier use. <br />Sanders pointed out the number of multi-family housing <br />units in the Viking Drive area west of the freeway and <br />felt that some circulation path should be provided for <br />them. <br />Johnson agreed. Johnson also suggested the pedestrian <br />plan include a connection along Arcade Street between <br />Keller Parkway and LaBore Road. <br />The Commission agreed that this connection should be <br />added to the plan. It was noted that any on-street trail <br />would involve the restriping of the street to designate <br />the trail area from driving lanes. <br />Wehrle asked the status of the Keller Parkway <br />improvement. <br />The Director reported that the latest information from <br />the County is that improvement of Keller Parkway has been <br />delayed until 1995 or 1996. <br />1994 STREET The Commission was informed that the City is proposing <br />IMPROVEMENTS to improve Lake Street, Westwind and Windrow Drives, and <br />Lakeshore Avenue/Old County Road C/Jackson Street during <br />1994. The Council has asked for input as to the need for <br />sidewalk or trail improvements along these roadways. <br />9 <br />
