MINUTES <br />PARK AND RECREATION COMMISSION <br />APRIL 7, 1994 <br />PARK Sanders reviewed the City's park acquisition needs <br />ACQUISITION which would complete the park system as outlined in <br />NEEDS Park Master Plan. These include the Denner <br />which would com lete the Y property <br />P powerline trail system in the <br />Westwinds area, extension of the powerline trail system <br />from Payne Avenue over to Desoto Street, and the <br />Turnquist wetland area. <br />Remerowski asked if there was any open water in the <br />Schletty wetland area. <br />Sanders replied that the open water was very limited. <br />Holm asked how many individuals were involved in the <br />ownership of the Turnquist and Schletty wetlands. <br />Sanders replied that the Turnquist and Schletty families <br />own these properties. Sanders reported that about 5 or <br />years ago the City approached the Turnquist family about <br />the purchase of the wetland, however, they were not <br />interested in selling at the time. Sanders felt these <br />two wetlands should be purchased in order to preserve <br />them. <br />Johnson pointed out that part of the Turnquist wetland <br />was lost to the Mid Oaks plat, and part of the Schletty <br />wetland has been lost to the Frederickshaven plat. <br />Morelan replied that it was his understanding that the <br />Frederickshaven plat disturbed only a very small portion <br />of the wetland, and a ponding area was enlarged in order <br />to compensate for that disturbance. <br />Sanders felt that wetland regulations are tougher today <br />than they were at the time the Mid Oaks plat was <br />developed. <br />Remerowski suggested that the City wait until these <br />property owners are willing to sell. Remerowski pointed <br />out that the property probably cannot be developed, <br />therefore, there is little value to the property. <br />Perhaps the property owners would donate the property to <br />the City for tax benefits. Remerowski suggested that the <br />City inquire about the property occasionally so that the <br />owners are aware of the City's interest. <br />Remerowski pointed out the lot under the powerlines on <br />
