MINUTES <br />Parks & Recreation Commission <br />May 5, 1994 <br />the Mitchell property was park dedication fee in lieu of <br />land for the townhome development. He indicated that with a <br />single family home development, it might be beneficial to <br />consider placement of a tot lot in the area. However, <br />depending on what Vadnais Heights is proposing for the park <br />land, a tot lot may not be necessary. <br />Wehrle asked the Director for his feelings regarding <br />recreation in that area. The Director felt that the <br />development has not changed enough to warrant land instead <br />of the park dedication fee. He thought that it would not be <br />cost effective to build a tot lot for twelve homes if <br />Vadnais Heights is planning to do the same in their park. <br />Remerowski felt that the outlot area could be dedicated to <br />the City as open space. Wehrle felt that the Outlot area <br />cannot be developed otherwise the developer would have <br />placed additional lots around the cul-de-sac. Therefore, <br />the Outlot will remain open anyway. Remerowski felt the <br />developer could place a private park on the Outlot. Sanders <br />stated that even if the developer did place a private park <br />in the area, the homeowners would control the character of <br />whatever the developer does. <br />Wehrle stated that it would be nice to have a public <br />connection from the neighborhood over to Vadnais Heights' <br />park. Remerowski indicated that there is already a nice <br />bike lane located on Twin Lake Boulevard so there is no need <br />to spend more money on trails. <br />Wehrle asked if the Commission could give a preliminary <br />recommendation on a preliminary plat. He wondered if the <br />Commission would get a chance to review the proposal again <br />before final approval. Wehrle stated that he would like <br />more time to review the proposal. <br />Wehrle stated that the City Administrator has written a <br />letter to Vadnais Heights asking them to be considerate of <br />controls for Twin Lake and letting them know we are <br />interested in working with them. He was unsure if the <br />Administrator has received a response yet from Vadnais <br />Heights. <br />Johnson stated that she felt a park was not needed on the <br />Outlot, but she had a hard time approving the development <br />until she knows what the developer has planned for the <br />Outlot. Remerowski agreed stating the he would like to know <br />what the developer's intent is for the outlot area. <br />Sanders felt that it would be good to know if there will be <br />a homeowners' association which intends to maintain the <br />Outlot. Wehrle would like to know who will own the Outlot. <br />-3 - <br />
