MINUTES <br />Parks & Recreation Commission <br />June 2, 1994 <br />Pardee stated that he will be having a new home built in the <br />area and will be reserving an easement for his own use of <br />the lakeshore. He indicated that he has lived in the <br />existing home on the property for five years and his family <br />has lived there since 1927. Pardee wants to see the land <br />maintained as it has been in the past. He stated that he <br />planted many of the trees on that land. <br />Wehrle stated that even though Pardee would be reserving an <br />easement, he would still own the land. Pardee stated that <br />he does own the land at this point, but ultimately he plans <br />to take an easement on it with the ownership to stay with <br />the homeowners' association. Wehrle stated that the land <br />could be re-platted so that he would have ownership of the <br />piece of lakeshore he wants to reserve under the easement. <br />Sanders asked if Outlot "A" on the plan for the development <br />in Vadnais Heights is the park. Pardee indicated that <br />Vadnais Heights has expressed interest in it. He stated <br />that he would prefer not to see the park go in, but it <br />cannot be stopped. However, the outlot on Little Canada's <br />side will serve as a nice buffer to the park. <br />Wehrle asked how Vadnais Heights will get lake access. <br />Pardee stated that the only way for them to access the lake <br />is through a small trail that runs down to the lake. He <br />indicated that he preferred not to see any access to the <br />lake. <br />Wehrle stated that any agreement within Little Canada for <br />the property will not include public access. Pardee <br />indicated that he was happy to keep it private and he will <br />support Little Canada however he can. <br />Remerowski asked if there was a remote possibility that <br />there will be enough opposition to the park after the 30 <br />homes are built in Vadnais Heights to discourage the park's <br />placement. Pardee indicated that it is possible. He is <br />trying to keep the lake access to a minimum. <br />Pardee assured the Commission that he wants to do as little <br />as possible to destroy the land. He indicated that the <br />County has increased taxes so much on his land that he is <br />being forced to sell the property. Pardee has been working <br />on a plan for his property for the past five years and wants <br />something he can be proud of. He wanted a developer that <br />was sensitive to saving the land and felt that Pratt Homes <br />is that way. <br />Wehrle asked how jurisdictions work when a lot lies in both <br />Vadnais Heights and Little Canada. Pratt stated that he <br />will have to present the plans to Vadnais Heights also <br />-2- <br />
