4. Increase the knowledge of the strategic planning <br />process for the majority of parties involved and the <br />,;.-;.general citizenry of the County. <br />A. A training session will be provided for all members of the <br />~; 15 Planning Committees. The session will focus on the Strategic <br />Planning Process and the value and role of the citizen/public in <br />planning for governmental services. A pre and post assessment <br />tool will be used to measure the knowledge of participants <br />;_ before and after the training session. <br />B. Training for all Planning Committee participants may also <br />be provided to the general public in written form through a <br />series of articles via public newspaper/media provided the <br />County is able to ascertain the support and participation of the <br />local public media in the project. <br />C Regular update summaries will be provided as press <br />releases to the Ramsey County media throughout the project to <br />keep the citizens up-to-date regarding the steps the Strategic <br />Planning Process and the stage of the process that is currently <br />underway. <br />5. Improve cooperation between the County and <br />municipalities in creating a vision for services and <br />shared responsibility for the delivery of services. <br />A. The planning process is based on the belief as stated by <br />the Charter Commission "that dialogue by the parties <br />responsible for providing and delivering the service <br />would be useful in constructing a workable, efficient, <br />and effective system. Dialogue between the County <br />and municipalities could work through issues of <br />defining what services would be provided and by <br />whom."t3 <br />B. Conversations with municipal and County participants <br />at the beginning, mid-point and completion of Phase I will <br />confirm the extent to which participants experience <br />improvement in the cooperation between municipalities and <br />the County. <br />19 <br />Page 38 <br />
