MINUTES <br />Parks & Recreation Commission <br />July 7, 1994 <br />the wildlife area. He stated that the City has already <br />asked for an easement for a boardwalk on the Frederickshaven <br />parcel just north of the Palmens' property off Edgerton <br />Street. He felt that there could be some kind of connection <br />with the Water Works property. <br />Wehrle stated that the City is trying to develop a park <br />system. He also indicated that the City is interested in <br />preserving the wildlife in that area. Wehrle indicated that <br />no motorized vehicles would be allowed on Palmen's site. He <br />stated that the Commission is interested in placing an <br />observation platform. Wehrle stated that he felt the <br />boardwalks/observation platforms would be used by local <br />residents. He did not feel that non-residents would be <br />using them. <br />Palmen stated that they are interested in preserving the <br />wildlife area and they purchased the Turnquist property for <br />privacy. They will be developing a small portion of the <br />land off McMenemy Street, but the rest of the property will <br />remain as it is. However, Palmen stated that he will be <br />cleaning up the area since residents of Viking Drive have <br />been using the land as a dump site. <br />Palmen asked if there would be any liability on the private <br />owners in the area relating to the walkway easement. Wehrle <br />stated that the City would take full responsibility on <br />maintenance and liability issues. The Director stated that <br />an agreement could be written relating to those issues. <br />Wehrle stated that the Palmens' property is not a high <br />priority for the City. However, the Commission wanted to <br />make the Palmens aware of the Commission's interest in a <br />walkway easement. <br />Wehrle asked if any of the Palmens' land could be developed. <br />Palmen stated that most of the land is marshy and is DNR <br />protected so it must be left as it is now. However, Palmen <br />will be installing a small road back into the land with a <br />cul-de-sac at the end to help delineate their land from the <br />residents' land on Viking Drive. He felt this may help stop <br />the dumping. Palmen stated that the Sheriff's Department <br />indicated that they could patrol that area if a road was <br />installed. <br />Wehrle asked the Palmens if they were open to discussing the <br />possibility of the City obtaining a walkway easement on the <br />northern area of their parcel. Palmen indicated that he <br />was, but he would want to see the plans and talk to his <br />Attorney before making any decisions. <br />-2- <br />
