MINUTES
Parks & Recreation Commission
August 4, 1994
lost. However, it would make more sense to install it in
conjunction with the street.
The Director commented that he was unsure how the Commission
fits into the whole discussion on the trail since he felt
the Commission was not aware of or had anything to say on
whether the trail was going to be blacktopped today. He
stated that he felt the Commission did not feel that today
was the day to blacktop the trail. However, it got caught
up in the road construction project. Magnuson felt that if
the curb was not going in, the trail would not be needed to
be paved at this time.
Judd stated that no one wants sidewalks and now that the
project has been postponed, the residents are afraid
sidewalks will come up again in the spring. Bruce stated
that the residents are worried since they were against the
curbs, but the Council decided to install them anyway.
Remerowski expressed concern with some residents wanting the
trail and others not wanting it. He wants to vote on
something the people want. He felt Decision Resources'
survey should be done as soonrs possible to show what the
people want. The Director felt that the timing of the
survey may not work out with construction to start in the
spring.
Bruce felt that many residents want the trail with the
exception of the people who live along it. Wehrle stated
that he is looking at the whole area and feels there should
be some type of pedestrian circulation.
Holm felt that possibly the Commission could address the
safety concerns, cost and loss of trees mentioned in the
petition against the trail. Johnson felt the City should
provide some type of screening.
Wehrle asked if the motion made at an earlier meeting on the
trail still stood. Remerowski stated that now he would vote
against the trail since he felt the neighbors should talk
about it more. He wants to make sure the Commission is
helping the neighborhood. Wehrle stated that he has always
been in favor of circulation in neighborhoods. Remerowski
stated that he does not disagree with the plan, but would
like the neighbors to sort it out.
Judd stated that she would hate to lose the trail easement,
but she would not necessarily recommend installing the trail
today. She commented that she is not real crazy about all
the people using the trail and the problems the trail could
create, but she is trying to keep an open mind as to what is
good for everyone in the neighborhood.
-10-
