MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />Holm suggested keeping the original motion, but trying to <br />satisfy the concerns expressed by the petition against the <br />trail. <br />Wehrle reconfirmed keeping the existing recommendation of <br />developing a trail along Jackson Street from Demont Avenue <br />to Australian as part of the Jackson Street/Lakeshore/Old <br />Co. Rd. C development and working with the neighbors and <br />community adjacent to the trail to try to alleviate their <br />concerns possibly with fencing, shrubbery, etc. and with the <br />Engineer to work with the City Park Consultant so a minimal <br />amount of vegetation is disturbed while still maintaining a <br />safe grade. <br />10~ FUND & It was the consensus of the Commission to postpone <br />GENERAL FUND discussion of the 10% Fund and the General Capital <br />CAPITAL Improvement Priorities until the next meeting. <br />IMPROVEMENT <br />PRIORITIES <br />FIELD USAGE The Director indicated that he had received a request from <br />POLICY a private individual to run a fund-raising ball tournament <br />at Pioneer Park. He told that individual that the Council <br />would have to approve her request. Upon reviewing her <br />request, the Council had the City Administrator draft the <br />proposed field usage policy. The Director stated that the <br />Council would like the Commission to look at the policy and <br />discuss it. <br />The Director did not feel that anyone could meet the <br />criteria of the proposed policy. He stated that the policy <br />was put together quickly to handle the fund-raiser <br />situation, but he felt their was no urgency in dealing with <br />it. He felt that discussion should occur on what the future <br />of some of those facilities might be in terms of usage and <br />how it impacts the neighbors. The Director stated that the <br />LCRA does not want their quantity of tournaments limited at <br />Pioneer Park. <br />Wehrle felt that the City's groups such as Canadian Days, <br />LCRA, or the Fire Department should be able to use the <br />fields. However, if other non-profit groups want to use the <br />fields, they should be charged more than just maintenance <br />costs. The Director felt that the City's groups should have <br />first use of the facilities before any outside or private <br />organizations. <br />Holm asked if St. Paul limits the types of organizations <br />that can use their fields. Wehrle stated that St. Paul <br />allows anyone to use their fields, but St. Paul charges them <br />high rental fees. The Director felt that St. Paul allows <br />outside organizations to use their fields in order to <br />-11- <br />
