MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />generate extra money. Wehrle stated that if St. Paul <br />received a lot of complaints, they would listen to the <br />residents. <br />The Director stated that there are only about two <br />tournaments per year held at Pioneer Park now and one at <br />Spooner Park. He felt that right now there are no problems <br />with tournaments since there are so few held. Wehrle asked <br />if people would want to hold more tournaments. The Director <br />stated that LCRA would like that option left open should <br />they ever get enough people interested in putting forth that <br />work effort. <br />The Director stated that he has mixed feelings on usage of <br />the ball fields. He stated that there have been no problems <br />with the groups that have used the fields in the past, and <br />he does not foresee a problem existing for years to come. <br />Holm stated that as a neighbor of Pioneer Park, he enjoys <br />the tournaments, but feels there could be problems with <br />parking. In addition, he felt that there could be a problem <br />with vehicles turning around in residents' driveways due to <br />the park not being marked properly. The Director felt that <br />the parking lot needs to have an entrance and exit for <br />circulation purposes. Holm also felt that the speed on <br />Centerville Road is too high which could present a hazardous <br />situation for people exiting the parking lot. <br />Wehrle felt that maybe a policy of no profit groups or no <br />non-resident groups could be established. The Director has <br />mixed feelings on the issue. However, he stated that the <br />park sits empty every weekend, and he would like to see some <br />use. He felt a little use would not impact the residents in <br />the area. Wehrle stated that if profit groups are allowed <br />to use the park, they should be charged a fee. <br />Remerowski stated that the blanks in the proposed policy <br />referring to the quantity of .tournaments 'should not be <br />filled in at this time. He felt they could be addressed in <br />the future if there was a problem. <br />Wehrle stated that he would like to see a revision to the <br />policy with fees for profit groups added if they are allowed <br />in the park, and with City staff to decide on the number of <br />tournaments allowed per year per organization. Holm felt <br />that parking may also have to be addressed for tournaments. <br />Wehrle thought that signs could be installed on the <br />Centerville Road side of Pioneer Park directing park users <br />to the Desoto Street side for parking. Wehrle felt the <br />Director should look into signs. <br />The Director felt that another entrance and a big park sign <br />-12- <br />
