MIN[7'PES
Parks & Recreation Commission
August 4, 1994
would solve the turn around problem.
Holm asked if the policy addressed use of alcohol during
tournaments. Remerowski stated that it does not prohibit
it, but the organizations do have to carry insurance.
Wehrle asked if alcohol is necessary for tournaments. The
Director stated that it is needed to help generate a profit.
Wehrle stated that he does not have a problem with the
existing organizations' use of the parks for tournaments.
However, he felt differently about outside people coming in.
The Director had mixed feelings on the issue, but would like
to keep the option open of allowing outside people to use
the parks for everyone's benefit. He felt it could generate
some extra funds for the City.
Wehrle asked what the legality was of the City allowing a
tournament on City property and allowing drinking. The
Director stated that in the policy the City Administrator
has asked the organization to name the City as a co-insured
party on the insurance policy.
Remerowski stated that he has worked a lot of tournaments
and has not seen a problem. Johnson stated that there could
be possible problems with certain individuals.
Remerowski asked if the City can be selective on who is
allowed to use the parks. He felt the City Attorney should
answer that question. The Director felt that if the City
cannot legally be selective, the type of use should be
limited.
Wehrle requested a review of the drinking situation and also
control from the City's standpoint in regard to opening it
up to others for tournaments.
Remerowski stated that he would like the blanks left open in
the policy. Wehrle indicated that the Council is worried
about the tournaments' impact on neighbors. Holm felt that
the number of tournaments allowed could be re-worded to
monthly usage instead of yearly.
The Director felt that the Commission has plenty of time to
review the policy. Remerowski stated that he would like to
see how use could be limited before fees are decided upon.
Johnson felt that the Director should check with Maplewood
and Roseville on their policies. The Director indicated
that he will call them.
Wehrle recommended that the field usage policy be put on
hold for now until the additional information is received.
-13-
