Remerowski stated that it does not prohibit <br />it, but the organizations do have to carry insurance. <br />Wehrle asked if alcohol is necessary for tournaments. The <br />Director stated that it is needed to help generate a profit. <br />Wehrle stated that he does not have a problem with the <br />existing organizations' use of the parks for tournaments. <br />However, he felt differently about outside people coming in. <br />The Director had mixed feelings on the issue, but would like <br />to keep the option open of allowing outside people to use <br />the parks for everyone's benefit. He felt it could generate <br />some extra funds for the City. <br />Wehrle asked what the legality was of the City allowing a <br />tournament on City property and allowing drinking. The <br />Director stated that in the policy the City Administrator <br />has asked the organization to name the City as a co-insured <br />party on the insurance policy. <br />Remerowski stated that he has worked a lot of tournaments <br />and has not seen a problem. Johnson stated that there could <br />be possible problems with certain individuals. <br />Remerowski asked if the City can be selective on who is <br />allowed to use the parks. He felt the City Attorney should <br />answer that question. The Director felt that if the City <br />cannot legally be selective, the type of use should be <br />limited. <br />Wehrle requested a review of the drinking situation and also <br />control from the City's standpoint in regard to opening it <br />up to others for tournaments. <br />Remerowski stated that he would like the blanks left open in <br />the policy. Wehrle indicated that the Council is worried <br />about the tournaments' impact on neighbors. Holm felt that <br />the number of tournaments allowed could be re-worded to <br />monthly usage instead of yearly. <br />The Director felt that the Commission has plenty of time to <br />review the policy. Remerowski stated that he would like to <br />see how use could be limited before fees are decided upon. <br />Johnson felt that the Director should check with Maplewood <br />and Roseville on their policies. The Director indicated <br />that he will call them. <br />Wehrle recommended that the field usage policy be put on <br />hold for now until the additional information is received. <br />-13- <br />
