MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />development problems in certain areas. <br />Wehrle stated that the Commission is trying to benefit the <br />community as a whole, and the Commission is definitely <br />biased towards parks. However, the Commission is willing to <br />listen and to consider different ideas. <br />Wehrle emphasized that the Council will have the final <br />decision on anything that is proposed. The Commission is <br />just a recommending body to the City Council. He stated <br />that if there are problem areas, the City Council will <br />definitely have to resolve them and make the final decision <br />on them. <br />Wehrle asked if there were questions on the conceptual plan <br />itself. Mr. Richard Heinel wanted to know why no park land <br />is proposed around Lake Kohlman. Wehrle stated that there <br />is nothing planned since Ramsey County has developed the <br />Spoon Lake Park facility and Keller Park is adjacent also. <br />Johnson stated that in addition, Lake Kohlman is in <br />Maplewood. Therefore, it would not be shown on Little <br />Canada's plan. <br />Mrs. Hoelscher wanted to know why the City needs so much <br />park land. Wehrle did not feel that it was too much. He <br />stated that the Metropolitan Council, in relationship to the <br />Comprehensive Plan, has established a certain amount of park <br />land per resident for cities. Wehrle stated that Little <br />Canada's plan is well within that recommendation. <br />Mr. Donald Heinel wanted to know why Little Canada must meet <br />that goal. Wehrle stated that the City does not have to <br />meet it, but has to try to reach that goal. <br />Wehrle stated that in 1988 the City conducted a telephone <br />survey of its residents. That survey showed that the <br />majority of residents surveyed were in favor of park land. <br />Mr. Durand asked if the Commission was willing to compromise <br />by changing the plan. Wehrle stated that they were willing <br />to change it if it made sense. <br />Wehrle emphasized that the meeting is an informational <br />meeting. He stated that the Commission is just interested <br />in seeing what is available for acquisition. <br />Mr. Tom Hoelscher of 3047 Payne Avenue stated that he is not <br />interested in giving up any portion of his land for the <br />trail. Mrs. Hoelscher stated that she does not understand <br />why they were invited to the meeting since the Commission <br />has known that they were against selling any portion of <br />their land. She felt there was nothing to discuss. <br />-2- <br />
