MINUTES
Parks & Recreation Commission
August 4, 1994
Wehrle stated that at least the property owners know that
the Commission would like to acquire a portion of their land
for a trail and if the land is ever sold, that information
can be passed on to whomever owns the land in the future.
Wehrle told Mr. McNamara that the Commission is interested
in possibly purchasing approximately loo feet of the
northern portion of his land on Jackson Street for a park.
McNamara stated that he would be willing to sell or lease
his land for a park.
The Director asked McNamara if he had any immediate plans
for the property. McNamara stated that the land is zoned
residential and is currently for sale. He stated that he is
negotiating right now with a party who is interested in
developing something in the spring.
Wehrle stated that he would be concerned about what the
development would be in relationship to a park development
on a piece of that property. McNamara indicated that the
development would be residential.
Remerowski asked if the land has been plotted yet. McNamara
stated that it has not been. However, the land has been
surveyed. Wehrle asked how many acres the parcel was.
McNamara indicated that it was five to six acres. Wehrle
asked if McNamara was aware of the City's park land
dedication ordinance. McNamara stated that he understands
that he could dedicate land or pay the park charge.
Wehrle stated that he would talk to the City Administrator
on how to proceed with looking at a specific piece of
McNamara's land for a potential park and would check on
whether it is feasible or not.
Wehrle stated that he has reviewed the letter that was
submitted by the property owners on the proposed trail under
the NSP power lines. He indicated that he also is concerned
with the Edgerton Street crossing. However, he felt
liability is not an issue since the City would assume all
liability in conjunction with the trail. He stated that
this would be written into any agreement for an easement
that is made with the property owners.
Richard Heinel presented pictures of his property for the
Commission members to review. He stated that he grows
vegetables on his land for his livelihood, and a trail would
split his vegetables in half. Richard Heinel asked what the
Commission would do if the property owners were not
interested in a trail on their land. Remerowski stated that
the Commission does not want an easement from the property
owners if they do not want it. He stated that if the
-3-
