MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />property owners had a proposal for the trail that was as <br />good as the Commission's proposal, the Commission would be <br />more than willing to look at it. <br />Donald Heinel proposed that the Commission run the trail <br />along Payne Avenue to LaBore Road where there is a <br />controlled crossing to Desoto Street and then to Pioneer <br />Park. Wehrle felt that children should not be on the <br />street. He stated that the Commission has always preferred <br />off-street trails for children. <br />Mrs. Jackie Durand of 3043 Edgerton Street stated that if <br />she had children, she would not want them on off-street <br />trails since they could get attacked. She would rather have <br />them in a marked, visible area that is not off the road <br />through trees and bushes where people could do harm to them. <br />She stated that she is against the trail and feels the <br />Commission should listen to the property owners. She felt <br />that certain individuals on the Commission may have <br />individual goals in mind to meet the plan and have tuned out <br />other viable alternatives. She felt the individual goals <br />need to be set aside for the citizens of Little Canada and <br />their view points too. <br />Mrs. Durand stated that if the Commission were to take <br />another survey now, they would find that the citizens of <br />Little Canada feel the City has enough parks. She commented <br />that Little Canada is only four square miles and felt the <br />1988 survey was not valid any more since Pioneer Park was <br />purchased after that survey. She stated that the same Park <br />Master Plan was submitted to the Council in the early 80's <br />and the property owners were assured that it was put to rest <br />because it was not a viable option at that time. She stated <br />that she sees now that it was never put away. She stressed <br />that the people living in the area do not want the trail and <br />have turned down the plan. <br />Holm stated that he has talked to one family on Aspen Circle <br />who feels it is difficult to bike or walk anywhere since <br />they have to always use County Road D which they feel is <br />very dangerous. He indicated that they are interested in a <br />trail along the power lines. Holm felt that there may be <br />other families that would like the trail in that area, and <br />the Commission needs to consider all points of view. <br />Richard Heinel stated that he feels his land will never be <br />developed since the lot is too big, it is close to <br />Slumberland and the power lines, and due to the freeway <br />noise. He indicated that no one knows how it will be <br />developed. He felt that if a trail went through the middle <br />of the land now, it would ruin the Heinel's sale.
