MINUTES
Parks & Recreation Commission
August 4, 1994
developed, the Commission will look at obtaining an easement
at that time. Wehrle stated that he would not want to run a
trail through Mr. Heinel's farming operation. He stated
that nothing would be recommended to the Council on the NSP
power line trail at this time.
Mr. Hoelscher stated that he chose the lot for his home
specifically because of the extra space under the power
lines. He indicated that NSP does not own that land.
Mr. Hoelscher purchased that land from NSP. He stressed
that he did not want to let go of any of his property.
Wehrle stated that the Commission respects Mr. Hoelscher's
wishes pertaining to his land.
Mr. Durand suggested that the Commission look at running the
trail down Payne Avenue to LaBore Road. He felt that even
if the trail was added under the power lines, the street
would still get more use than the trail. He stated that the
kids are not using the trail east of Payne Avenue now.
Mr. Durand felt it would make more sense to run the trail
down Payne Avenue to LaBore Road. He
commented that he sees the kids on the street every day when
he bikes. Wehrle indicated that he would not want the
children on LaBore Road since it is so busy.
Wehrle stated that he is concerned about the community as a
whole. Remerowski stated that everyone gets affected
somehow by developments. He indicated that the Commission
was willing to consider any ideas that are submitted for the
trail.
Mrs. Hoelscher was concerned that the trail could go in
without their knowledge. Remerowski stated that the trail
would not be installed without their knowledge. Mr. Durand
stated that Public Works was in his yard pounding stakes and
he had no knowledge about it. Wehrle stated that Public
Works was directed to stake NSP's property only.
Richard Heinel expressed concern with a trail under the
power lines since so much negative publicity has been heard
about the hazard of power lines. Mrs. Durand stated that
she grew up on Centerville Road with two NSP towers in her
backyard. She stated that she climbed one once, got stuck
and her father had to rescue her. Wehrle stated that their
concerns with the towers were valid.
Donald Heinel stated that as a taxpayer, he did not want the
City of Little Canada to increase its liability. Wehrle
stated that he understands his concern. However, if the
City was too concerned with liability, there would be no
-5-
