MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />t-ball, or other activities for the children that are so <br />beneficial. <br />Mrs. Durand stated that the Commission should consider two <br />additional options. The first being that the trail is not <br />needed in the area. The second being that the trail could <br />be run down Payne Avenue to LaBore Road to Desoto Street and <br />then to Pioneer Park. Wehrle again stated that the <br />Commission preferred off-street trails for children. <br />Mrs. Durand stated that Ramsey County chose to place a bike <br />trail on busy Edgerton Street. She stated that if Ramsey <br />County feels it is safe enough to place a trail on the <br />street, she cannot understand why Little Canada does not <br />feel the same way. Wehrle stated that Ramsey County places <br />trails on street shoulders only when they have no other <br />alternative. <br />Mr. Hoelscher asked what the Commission would propose for <br />crossing Edgerton Street in the area of the NSP power lines. <br />Wehrle stated that it would probably have to be by way of an <br />overpass or underneath the roadway. Mrs. Durand stated that <br />Little Canada is a small rural community. She felt those <br />ideas were ridiculous. <br />Richard Heinel felt that there were enough parks and trails <br />in Little Canada. Remerowski stated that the Commission has <br />to have some type of park plan to give it something to work <br />toward. Wehrle stated that the process Little Canada is <br />using to reach its goal under the park plan is not a new <br />process. Cities all over use the same procedure. <br />Mr. Durand stated that if the Commission is planning on <br />looking at a parcel of land, they should let all the <br />residents in the area know out of respect. Wehrle stated <br />that Public Works was only supposed to stake the NSP <br />property. He also indicated that in the past the Commission <br />has always held two or three informational meetings with <br />property owners before any decisions are made. <br />Mrs. Durand stated that it is a waste of time and money to <br />continue planning for trails in an area where they are not <br />wanted. She indicated that she would not have even known <br />about the Commission meeting if she had not seen Public <br />Works placing the stakes. <br />Mr. Hoelscher stated that he has contacted City Hall at <br />least four times regarding the street sign that is down on <br />the corner of Payne Avenue and County Road D. He stated <br />that it is still down. <br />Mrs. Durand stated that she would like the letter to be part <br />of the public record on the matter. She indicated that it <br />-6- <br />
