MINUTES <br />Parks & Recreation Commission <br />August 4, 1994 <br />has been signed by all the property owners north and south <br />of the NSP property. <br />Wehrle stated that he is not sure how staking of the <br />property owners' property happened. Donald Heinel stated <br />that the Commission was welcome to look at their property, <br />but they should have talked to the residents first before <br />they got so upset. <br />Mrs. Durand stated that the Commission should realize that <br />NSP property is not free land for the City's use. She <br />stated that NSP does own the property and pays taxes on it <br />so they have some say on what goes through their property. <br />Mrs. Durand indicated that currently she maintains NSP's lot <br />for them in exchange for use of the property. She stated <br />that if the City puts a trail through there, the City would <br />have to maintain the property. <br />Richard Heinel asked who's responsibility it would be to <br />patrol the trail. Wehrle stated that trails open up areas <br />to non-illicit use. He felt that the more use they <br />received, the less problems would occur. Therefore, the <br />trails would be self-policing by the people who use the <br />trail. Mrs. Hoelscher disagreed stating that the property <br />owners in the area would have to police the trails. <br />The Director felt that there was a misunderstanding when the <br />property owners received their invitation from the <br />Commission to attend tonight's meeting. He stated that the <br />Commission does not have any intention of putting a trail <br />through private property if the owners do not want it there. <br />He indicated that the Commission wants to work with property <br />owners. The Director stated that the Commission invited <br />them just to obtain their opinion on the plan, and now the <br />Commission is aware of how they feel. He emphasized that <br />Little Canada has never condemned property to get park land. <br />Therefore, the trail will not be forced on the property <br />owners. Wehrle stated that the Commission just wanted to <br />explore possibilities pertaining to the trail. <br />Wehrle commented that the City will be conducting a new <br />survey through Decision Resources which will address the <br />park system. He stated that the survey will not go to every <br />resident, but people will be randomly chosen to participate <br />in the survey. <br />Mrs. Durand stated that the Commission has done a good job, <br />that is why the City has enough parks. However, she <br />indicated that the City could use a motorized trail to keep <br />the motorized vehicles off private property. She felt that <br />there should be a trail so that snowmobiles could get down <br />to Gervais Lake. Wehrle did not feel that the snowmobile <br />-7- <br />
