Minutes <br />Parks & Recreation <br />September 5, 1996 <br />consisting of concrete block to match the Pioneer Park <br />building. He stated rest rooms are planned for one end, <br />with a concession or service area in front of the rest <br />rooms, and the remainder of the building would be a picnic <br />shelter-type area. He stated it will be placed in about the <br />same location as the existing shelter is now. He stated the <br />size is approximately 50 feet by 32 feet, with consideration <br />of another 8 feet possibly being added. Morelan remarked <br />that at the conclusion of the last meeting discussing the <br />shelter, it was a consensus to have the building bid with <br />the additional 8 feet, and ask for what the deduction would <br />be if the 8 feet were omitted. <br />Greger stated he would like to see a deduct bid without the <br />rest rooms because from everything he has heard, it sounds <br />like the rest rooms will not be open many days of the year. <br />He stated considering that the rest rooms will only be <br />opened when the shelter is rented, and satellites are <br />already in the park, he would like to see that figure. <br />Ables remarked that Lake Owasso Residence stated they may <br />come up with more money to contribute if the possibility of <br />handicapped bathrooms for the shelter exists. She stated <br />this money would be taken away if that option is removed. <br />Greger stated a dollar figure for a shelter without <br />bathrooms may encourage this organization to raise their <br />contribution. <br />Sanders stated there is a sink and counter space in the <br />shelter, but no cooking or refrigeration facilities. <br />Christensen suggested removing one bathroom and making that <br />area a kitchen facility with a sink and stove. Sanders <br />remarked that the matter becomes complicated when you get <br />into a commercial kitchen facility, and he wasn't sure that <br />was the objective in the beginning. Morelan explained that <br />the basement of the old fire station is currently being used <br />for that type of purpose. Morelan stated the serving area <br />will have a sink and electrical outlets in case visitors <br />would like to plug in an electrical appliance. <br />Holm remarked he felt the bathrooms are needed for the <br />handicapped rather than the satellites, so he would like to <br />see the bathrooms remain as part of the plan. Remerowski <br />asked if two bathrooms are needed. Morelan questioned what <br />the building code stipulates if the unisex bathroom were to <br />replace the two bathrooms. Johnson stated she felt the <br />bathrooms were an important part of the shelter plan. <br />Morelan remarked that absence of bathrooms has never been <br />addressed or considered up until this point. Sanders <br />commented that when the shelter is rented by a larger group, <br />two bathrooms would be needed. Ables stated that the <br />shelter wouldn't be utilized as much if it didn't have <br />bathrooms. Morelan stated the number one complaint he has <br />received from the Customer Satisfaction Survey is the lack <br />of permanent bathrooms or the condition of the portable <br />7 <br />
