Prepared by: Bolton & Menk, Inc. FUNDING OPPORTUNITIES
Labore Road Corridor Study ǀ 0N1.130034 Page 8
Community members also voiced a desire for adding stop signs and speed bumps along
Labore Road to help reduce vehicle speeds. These alternatives were vetted during the
technical analysis phase of the corridor study but were deemed infeasible or unproductive
to meet the speed reduction goals of the community. A depiction of the traffic calming
measures explored are included in the Technical Analysis Results Open House Information in
Appendix B.
Labore Road and Arcade Street Intersection Improvements
Based on the Labore Road and Arcade Street Intersection Review, included in Appendix C for
reference, implementation of an all-way stop would be the next logical improvement to
reduce vehicle crashes at the intersection. Traffic calming measures discussed previously
could also be implemented at the intersection to further regulate the intersection and
promote stop sign and right-of-way adherence. In the event that an all-way stop fails to
reduce crashes, other alternatives that were briefly explored in the Intersection Review
include roadway geometry changes or a mini roundabout.
V. FUNDING OPPORTUNITIES
The City maintains a 10-year Capital Improvement Plan (CIP) to program improvements to its
infrastructure city-wide. Currently, the only programmed improvement to Labore Road is a
pavement rehabilitation project currently scheduled for the segment from Edgerton Street to
County Road D in 2031. The programmed pavement rehabilitation project only includes
replacement of the bituminous pavement. Any of the feasible or recommended improvements
within this Report could be considered for inclusion in the 10-year CIP and would need to be
weighed against other projects and initiatives. Alternatively, the City could consider pursuing
grants that promote pedestrian and vehicle safety on roadways like Labore Road. A few of those
funding opportunities are identified below but City staff should continue to monitor additions or
modifications to funding programs available to the City.
1. Metropolitan Council Regional Solicitation
a) Safe Routes to School Program
b) New Pedestrian Facilities Program
c) New Bike Facilities Program
d) Road Modernization Program
2. Infrastructure and Jobs Act (IIJA)
a) Safe Streets for All
b) Rebuilding American Infrastructure with Sustainability and Equity (RAISE)
3. MnDOT
a) Active Transportation Program
b) Local Road Improvement Fund
4. MnDNR
a) Local Trail Connections Program
5. Ramsey County
a) Community Development Block Grants
