MINUTES <br />CITY COUNCIL <br />MARCH 27, 2024 <br />Ms. Johnson provided an update on the project planning and design process thus far. She reviewed the <br />existing typical road section compared to the proposed typical section. She also provided information <br />on the traffic conditions and explained why this road would be a good candidate for the lane reduction. <br />Ms. Lundquist provided additional reasonings the County is pursuing the 4-to-3 lane conversion on <br />some roads. She also reviewed the planned schedule. Ms. Johnson provided details on the planned <br />public engagement, noting that first event planned for May 2024. <br />T. Miller commented that she has noticed the drivers do not stop for crosswalks and asked if there <br />would be plans to light those or bring additional attention to those crossings. Ms. Lundquist <br />commented that if there are heavily used crosswalks, a refuge could be added in the middle to assist <br />people with crossing. D. Miller asked if the crosswalks will be synced with Metro Transit stops. Ms. <br />Lundquist commented that currently Metro Transit does not have a route on this section of County <br />Road C. <br />D. Miller asked if there would be a planned change to the speed limit. Ms. Johnson commented that <br />the study has shown that people tend to travel at slower speeds when these measures are added, but <br />they will not actually be lowering the speed. <br />Mayor Fischer commented that if the last resurfacing was done in 2014, he would be surprised to hear <br />that the road is deteriorating because it has only been ten years. Ms. Lundquist clarified that they will <br />not be reconstructing the road, but completing a mill and overlay and restriping. The Public Works <br />Director replied that the last project was a simple mill and the traffic volumes are higher on a County <br />Road. <br />Mayor Fischer asked the traffic volume of Larpenteur where the 4-to-3 conversion was done. Ms. <br />Lundquist was unsure but noted another segment where the conversion is being done on a much higher <br />volume roadway. <br />The City Administrator asked what would be needed to add a sidewalk to the south side of the road as <br />well. Ms. Lundquist stated that they could work with City staff if that is desired, noting that Roseville <br />is requesting a sidewalk on both sides for a segment of the road. <br />ORDINANCE 894, AMENDING ZONING CODE CHAPTER 916, SIGNS <br />The Community Development Director presented a proposed amendment to the Zoning Code related <br />to signs, specifically electronic message signs. She provided an overview of the proposed changes and <br />goals that would be accomplished through this action. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />Matthew Wyland, Clear Channel, stated that his company operates three billboard structures within <br />Little Canada, all located in the industrial zones. He asked the Council to consider additional <br />modifications to the ordinance which would allow Clear Channel to upgrade their existing structures to <br />2 <br />
