MINUTES <br />CITY COUNCIL <br />MAY 27, 2009 <br />RESOLUTION NO. 2009-5-119 -CALLING FOR A PUBLIC <br />HEARING ON JULY 22, 2009 BY THE CITY COUNCIL ON THE <br />PROPOSED ESTABLISHMETN DEVELOPMETN DISTRICT NO 6 <br />AND THE ADOPTION OF THE DEVELOPMENT PROGRAM <br />THEREFOR; AND THE PROPOSED ESTABLISHMENT OF TAX <br />INCREMENT FINANCING DISTRICT NO. 6-1 THEREINAND THE <br />ADOPTION OF THE TAX INCREMENT FINANCING PLAN <br />THEREFOR <br />'I"he foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ORGANIZED The City Administrator reviewed his report dated May 22, 2009 relative <br />COLLECTION to issues related to organized collection. The Administrator reported that <br />CONTRACT Ilorrigan Hauling will be discontinuing trash collection service to the six <br />properties that they service in Little Canada given it is not economically <br />feasible for them to service this small number of accounts. Waste <br />Management handles the recycling for these properties and will continue <br />to do so. The Horrigan accounts will be transferred to Gene's Disposal <br />for hash collection only. The Administrator indicated, however, that <br />while six accounts will be transferred to Gene's, it will likely not be the <br />same six accounts as collection efficiencies will be a consideration. <br />The Administrator also reported that when the Organized Collection <br />Contract was amended a couple of years ago switching to single-sort <br />recycling, there was some additional costs to the haulers for providing <br />single-sort containers. At that time, more of the cost was shifted from <br />disposal to recycling since sales tax was not charged on recycling, thus <br />saving some money for residents. Gene's Disposal was not able to <br />provide single-sort recycling, and with the shift in costs, Gene's lost some <br />disposal revenue given his recycling rates did not reflect the shift in costs. <br />In addition, Gene's continued to do their own account billing. The <br />Administrator indicated that the proposed contract amendment modifies <br />pricing for Gene's and will allow him to realize price escalators that are <br />available to other hatiders. It also provides that the City will take over <br />billing Gene's accounts effective January 1, 2010. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-5-120 -APPROVING THE FIRST <br />AMENDMENT TO THE ORGANIZED COLLECTION CONTRACT <br />AS RECOMMENDED BY THE CITYADMINISTRATOR AND <br />AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br />EXECUTE THE CONTRACT ON BEIIALF OF THE CITY <br />l0 <br />
