MINUTES <br />CITY COUNCIL <br />MAY 27, 2009 <br />The foregoing resolution was duly sccarded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />OUTDOOR The City Administrator reviewed the Code Enforcement Officer's May <br />STORAGE 20, 2009 report outlining proposed modifications to the outdoor storage <br />LICENSING ]icensing ordinance. He noted that these modifications are the result of a <br />meeting with Lee Rossow and Roger Starke of Ryan Industrial Park, the <br />Mayor, Code Enforcement Officer, and himself. The primacy <br />modifications include: <br />o Annual License Pee of $50. <br />o Allowance for two temporary licenses within a two year <br />period, $250 license fee for the first temporary license and <br />$500 for the second. <br />o The outdoor storage licensing requirements will apply to all <br />industrial zoned properties, and industrial users in the PUD <br />District. <br />o Outdoor storage license issued to the property owner. <br />o Licensing requirement will not be implemented until July <br />1, 2010. City staff will mail each property owner their <br />current CUP to allow ample time for property owners to <br />bring their sites into compliance. Staff will assist with <br />questions, help with inspections, and allow time for <br />processing CIJP amendments where needed. <br />Lee Rossow, Ryan Industrial Park property owners, reported that he and <br />Roger Starke met with staff relative to the outdoor storage licensing. <br />Rossow stated that his recollection was that the license fee discussion was <br />$25 per year, but indicated that he could accept a $50 azmual license fee. <br />Rossow stated that he had no objections to the proposed ordinance as <br />discussed this evening. He also noted that staff was going to look at the <br />requirement for the installation of concrete curb stops, noting that these <br />cause a problem for snow plowing operations. <br />The City Administrator reported that there was some discussion about a <br />$25 license fee; however, it was the Code Enforcement Officer's <br />recollection that a $50 annual license, the original proposal, was agreed to. <br />Given the delay in implementing the ordinance and upon further <br />consideration, the need to have a fee below our normal costs of processing <br />seemed unnecessary. With regard to curbing, the City Administrator <br />reported that the ordinance requires perimeter curbing, and that there did <br />not need to be curb stops at interior parking spaces. Rossow asked if curb <br />stops are required adjacent to regular curb and gutter. The Administrator <br />replied that if curb and gutter is in place, curb stops did not need to be <br />added. <br />4 <br />
