MINUTES <br />CITY COUNCIL <br />MAY 27, 2009 <br />Roger Starke, Ryan Industrial Park, stated that he agreed with Rossow's <br />comments and stated that his recollection was that the license fee was to <br />be $25. He indicated that he would pay a $50 annual license fee if a <br />business dress code was established for the Code Enforcement Officer. <br />Montour clarified that the first license period for the outdoor storage <br />license would commence July 1, 2010. The Administrator stated that that <br />is correct. He noted that each property owner will receive a copy of their <br />CUP. Property owners will then have until July 1, 2010 to achieve <br />compliance. If compliance is not possible, there will be plenty of time <br />over the next year to process a CUP amendment. <br />Montour noted that he viewed this licensing requirement in the same light <br />as the rental housing licensing ordinance, noting that the license fee as <br />well as licensing requirements cats be reviewed after a period of time. <br />McGraw expressed concern that as July 1, 2010 approaches, property <br />owners will indicate that they were not aware of the licensing requirement <br />and their need to be in compliance with their CUPs. The City <br />Administrator stated that even though City staff will mail current CUPs to <br />property owners with information on the new licensing requirements, there <br />will be some property owners who indicate they were not aware of these <br />new requirements. The Administrator suggested that the individual <br />mailings could include an acknowledgement ofreceipt that property <br />owners would have to sign and return to the City. <br />McGraw agreed that an acknowledgment ofreceipt should be included in <br />the mailings as well as statements to the property owners that City staff is <br />available to answer questions and provide assistance during this process. <br />The Administrator indicated that a packet will be put together for each <br />property that will include the CUP, Licensing Ordinance, <br />Acknowledgement of Receipt, etc. That mailing will go out by the end of <br />June. <br />Starke asked about the licensing ordinance that was adopted at the last <br />meeting. The City Administrator reported that that ordinance applied to <br />most business licenses the City issues and established the due processes <br />necessary for enforcement of licensing requirements. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-5-115 -ADOPTING AN ORDINANCE <br />AMENDING CHAPTER 800 OF THE LITTLE CANADA CITY <br />CODE, KNOWN AS THE MUNICIPAL CODE, BYPROVIDING FOR <br />LICENSING OF OUTDOOR STORAGF.
