May 29, 2009 <br />File: 120121 E-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: CULVER'S RESTAURANT <br />CITY OF LITTLE CANADA <br />Dear Planning Commission: <br />We have reviewed the submittal package for the proposed Culver's Restaurant located <br />in between Market Place Drive and First Bank Drive to the east of Rice Street. The <br />submittal documents included a plat, grading and erosion control plan, utility plan, <br />landscape plan, photometric plan, and drainage calculations. Based upon our review we <br />would offer the following comments. <br />Plat <br />The plat submittal is sufficient to warrant approval. We would note that the <br />City should vacate Outlot A so that it can be fully incorporated into Lot 2, <br />Block 1. <br />Site Plan <br />1. The parking lot is proposed for partial completion on the east side in <br />anticipation of future improvements on Lot 2. Parking stops or temporary <br />curb will be required along the stalls on the east side. In addition, barricades <br />will be required at the end of the pavement for the drive aisle on the north <br />side to Lot 2. <br />2. The access drive off of Market Drive should be moved to the west to line up <br />with the existing access to the north. <br />3. The access drive off of First Bank Drive on the east side should be reduced <br />from 36-feet wide to the City maximum of 24-feet wide and be lined up the <br />existing access on the adjacent curb line. <br />Grading and Erosion Control Plan <br />1. There are a few locations in the median areas where the curb will be gutter <br />out.
