MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 2009 <br />Knudsen asked about easements. Johnson reported that the development <br />received Watershed approval last week. He described the proposed ponds <br />that will exist on Lots 2 and 5, noting that given there is not a lot of <br />impervious surface proposed, the ponding requirements are minimal. <br />Knudsen asked when the Lot 5 pond would be installed. Johnson replied <br />that it will be constructed when Lots 3, 4, and 5 are constructed. Johnson <br />also noted that when Lots 3, 4, and 5 are constructed, sanitary sewer will <br />have to be brought in to serve these lots. <br />Knudsen asked about removal of the existing tennis court and the shed. <br />Dennis Claridge, Pinot Properties, replied that the temlis court will remain, <br />and the future buyer of Lot 3 will decide whether or not to keep the tennis <br />court. The shed will be removed next week. 'T'he City Planner stated that <br />it was his understanding that the tennis court would be removed when the <br />second phase Final Plat was processed. Johnson noted that it was their <br />widerstanding that one of the accessory buildings had to be removed right <br />away and that the tennis court would be addressed when Lot 3 was final <br />platted. <br />Duray asked about a landscaping plan and a tree preservation plan for the <br />development and specifically Lot 1. Johnson noted that they have shown <br />housing pads on the site plan, siting those housing pads to minimize tree <br />removal. Johnson indicated that each of the lots will be custom graded as <br />it is developed. He believed that buyers will see value in the existing trees <br />and will work to preserve them. Johnson also noted the increased setback <br />along the western edge of Lots 3 through 5, which will preserve additional <br />trees. Johnson reported that grading plans will be submitted as each house <br />is developed, and the issues of landscaping and tree preservation would be <br />addressed at that time. <br />The City Planner indicated that the lots will be custom graded, and the <br />development agreement will require the submission of landscaping plans <br />and tree preservation plans as each lot is developed. <br />Duray asked about park dedication. The City Planner replied that the Park <br />Commission recommended a cash park dedication which would be <br />collected at the time building permits are issued for the four new lots. <br />Duray recommended approval of the Final Plat for Huot Addition, which <br />consists of two single-family lots and one outlot, as requested by Pinot <br />Properties, subject to compliance with the recommendations of the City <br />Planner as outlined in his June 3, 2009 report and the reconnnendations of <br />the City Engineer as outlined in his May 29, 2009 report. <br />-3- <br />
