MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 2009 <br />Motion seconded by Everson. <br />Motion carried 7 - 0. <br />CULVF,R'S Mr. Steve Sparks appeared before the Commission requesting approval <br />RESTAURANT of a Preliminary and Final Plat, Planned Unit Development Permit to <br />develop a family, quick-service restaurant consisting of approximately 88 <br />seats as well as adrive-through window, Architectural Review, and <br />Comprehensive Sign Plan for a Culver's Restaurant to be located on the <br />southeast corner of Rico Street and Market Drive. <br />Sparks reviewed the changes that have been made to the site plan since the <br />time that the concept was reviewed by the City. These include relocation <br />of the westernmost curb cut on First Bank Drive, pushing it further away <br />from Rice Street to comply with a 60 foot distance requirement from the <br />intersection. Sidewalks are planned along the north and west property <br />lines. The building has been shifted three or four fee to the south to <br />provide additional turning radius for the drive-through. Three additional <br />parking spaces have been added to get closer to meeting the City's parking <br />requirements. Modifications were made to the easterly curb cut on First <br />Bank Drive, eliminating an island so that truc]< delivery access and ri•ash <br />removal is more efficient. <br />Knudsen asked for a review of the building elevations. Chris McGuire, <br />representing Culver's, described the various elevations noting the patio <br />seating area proposed on the west. That patio will be enclosed with 42- <br />inchpiers and a 36-inch high fence. There will be plantings in this area. <br />He described the south elevation noting the enclosed dumpster area and <br />the garage-style door that provides access to the dumpster. <br />McGuire then reviewed the building materials that will be used on the <br />building, which include metal, EIFS, cement board siding, and procast <br />stone. Sparks indicated that the architectural elements are similar to the <br />office building to the south. <br />Knudsen asked how concerned the City should be about the shortage of <br />parking spades. McGuire indicated that there are approximately 90 seats <br />in the restaurant and 52 parking spaces proposed. McGuire felt the site <br />was strong on parking. Knudsen noted that the Planner has indicated that <br />the site is six parking spots short. Sparks noted that Culvei's took the <br />conservative approach and included the lobby and front counter in the <br />square footage that was used to calculate the parking requirement. Sparks <br />noted that there will be 33 tables inside the restaurant and approximately <br />12 tables in the outside patio area. Knudsen noted that employee parking <br />-4- <br />
