McGuire estimated 12 to 14 employees. <br />Sparks reported on the amount of parking utilized by employees at his St. <br />Anthony (5 spaces) and at his Vadnais Heights (13 spaces) restaurants. <br />Sparks estimated that the Little Canada restaurant will be somewhere in <br />between. <br />Knudsen pointed out that the restaurant will lose business if there is <br />inadequate parking. Sparks agreed, and felt the parking as proposed was <br />adequate. He noted that they are also entering into across-easement <br />agreement with Lot 2 (located to the east) that will provide for 10 <br />additional parking spaces. Sparks noted that there is a provision in this <br />easement agreement, however, that the owner of Lot 2 can nullify the <br />cross-easement if their parking demand is such that it will not work to <br />share the spaces. Knudsen indicated that the reality is if there is parking <br />available on I,ot 2, Culver's customers will use the parking with or <br />without a formal easement. <br />Sparks noted that their Vadnais Heights location has 55 parking spots for a <br />120 seat restaurant and 8 patio tables. He indicated that the parking works <br />in Vadnais Heights, and he foresees it working in Little Canada. <br />Knudsen asked about the parking calculation issue that was raised. The <br />City Planner noted that the indication is that there is Less square footage in <br />the dining area, which would reduce the number of required parking spots. <br />The Planner stated that he will do a recalculation and report the results to <br />the City Council. <br />Duray asked if the patio area is figured into the parking requirement. The <br />city Planner reported that outdoor/seasonal dining is not figured into <br />parking requirements. <br />Pechmann calculated 84 indoor seats, 48 outdoor seats, and 14 employees <br />for a total of 146 people. 52 parking spots have been proposed, which is <br />roughly 3 people per car. Pechmann asked if that will work on a nice <br />summer day when all seating is taken. Sparks and McGuire felt that the <br />parking will be adequate. <br />Knudsen noted Culver's experience with parking needs and indicated that <br />from a business perspective they would not propose inadequate parking. <br />Knudsen asked about the shift in the drive-through. <br />Mark Krombeck, Alliant Engineer, noted that the building was shifted to <br />the south a few feet to provide for a larger arc in the drive-through area. <br />He described the drive-through which includes one turning arc to be <br />utilized as a waiting area for up to six vehicles, and a quick u-turn arc that <br />-5- <br />
