MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 2009 <br />The next issue discussed was signage. The City Planner reported that <br />Sherman Associates is requesting that a second mommient sign be allowed <br />on the Culver's property (Lot I) along Rice Street for the future owner of <br />Lot 2. The City Planner noted that the property is zoned I'UD, however, it <br />is typical to allow one free standing sign per property. The Planner noted <br />that both signs would be monument signs and would meet the City's <br />Architectural Guidelines. The Planner recommended that if the <br />Commission is inclined to approve this request, it be in lieu of a <br />monument sign on Lot 2. Building signage would still be allowed. <br />The Planner reviewed the sign appearances and locations, noting that the <br />Culver's monument sign would be located on the southwest corner of the <br />site, and the monument sign for Lot 2 would be on the northwest corner of <br />the site. <br />Rob Koss, Sherman Associates, noted that any business locating on I,ot 2 <br />will want signage on Rice Street. Knudsen asked if a future tenant would <br />be willing to give up the monument sign on Lot 2. Koss indicated that the <br />tenants will want signage on the building. He also indicated that if <br />signage is an issue in the future, the tenant may approach the City and <br />request a monument sign on Lot 2. <br />The City Planner noted that the Council could amend a PUD Permit at any <br />time. However, he recommended against allowing more than two <br />monument signs for these properties. If the request is for a monument <br />sign for Lot 2 on the Culvcr's site along Rice Street, than the trade-off <br />would be no monument sign on Lot 2. <br />Barraclough asked about the City Planner's recommendation relative to <br />lighting. The City Planner reported that a photometric plan will be <br />submitted relative to lighting, and some lighting adjustments will likely <br />need to be made. <br />Knudsen recommended approval of the Preliminary and Pinal Plat, <br />Planned Unit Development Permit to develop a family quick-service <br />restaurant consisting of approximately 88 seats as well asdrive-through <br />window, Architectural Review, and Comprehensive Sign Plan for a <br />Culvers Restaurant located on the southwest corner oP Rice Street and <br />Market Drive subject to compliance with the recommendations of the City <br />Planner outlined in his June 3, 2009 report, the recommendations of the <br />City Engineer outlined in his May 29, 2009 report, with the stipulation that <br />the City Planner will revisit the parking calculation in light of the <br />information relative to seating area square footage, with the stipulation <br />that the City Engineer revisit the issue of the 36 foot versus 24 foot curb <br />-7- <br />
