8. Prohibited storage. Storage of any hazardous materials, chemicals, gasoline, or <br />flammable liquids is prohibited in any storage space, except for normal household <br />quantities is prohibited. Any storage of propane tanks or flammable gases is <br />prohibited. Storage shall otherwise meet all applicable fire codes. <br />Conditional Use Permit <br />Description of Use. As a previously approved use, the self storage facility may exist <br />under the conditions of its original approval. Because the proposed accessory <br />caretaker's apartment was not part of such approval, an assurance should be made that <br />an evaluation of the activity should take place. <br />According to the applicant, the caretaker's apartment exists within the east portion of <br />the main storage building and measures 930 square feet in size. The company's office <br />is incorporated into the apartment. The apartment includes the following components: <br />Living/Kitchen Area <br />• Bedroom (1) <br />• Laundry Room <br />• Bathrooms (2) Private and Public <br />• Office <br />• Mechanical Room <br />While the applicant has provided a floor plan of the caretaker apartment, it is <br />recommended that a site plan also be provided which illustrates the location of the <br />apartment within the context of the entire site. <br />Building and Fire Code Requirements. Of particular question in regard to the existing <br />caretaker's unit is whether or not such unit complies with City and State Building and <br />Fire Codes. For reasons related to public health, safety and general welfare, <br />compliance with applicable Building and Fire Code requirements should be <br />demonstrated as a condition of CUP approval. This issue should subject to further <br />comment by the City Building Official and Fire Marshall. <br />Off-Street Parking. The draft ordinance amendment states that two off-street parking <br />spaces, including one garage stall must be provided for the caretaker dwelling unit. As <br />a condition of CUP approval, the applicant should demonstrate compliance with this <br />requirement. <br />Summary and Recommendation <br />The self storage facility in question has been in existence since 1979 and was originally <br />processed as a PUD. The applicant believes the caretaker apartment has existed for <br />more than 20 years. In this regard, no changes to current site activities are anticipated. <br />Neither self storage facilities nor accessory caretaker apartments are currently listed as <br />permitted activities in the applicable B-3 zoning district. Thus, it is necessary to process <br />an ordinance amendment. A determination must be made whether or not self storage <br />4 <br />
