facilities (and accessory caretaker's apartments) should be a permissible activity in the <br />B-3, General Business District. If the City believes that such activity can compatibly <br />exist within the district, certain conditions designed to minimize adverse impacts should <br />be considered. <br />If the proposed use is considered acceptable, Planning Staff would recommend the <br />following actions: <br />A. Approval of a zoning ordinance text amendment (attached) that establishes self <br />storage facilities (including accessory caretaker apartments) as conditional uses in <br />the B-3 zoning district: <br />B. Approval of a conditional use permit to allow a self storage facility upon the subject <br />property (including an accessory caretaker's apartment) subject to the following <br />conditions: <br />The City approve the zoning ordinance amendment establishing self storage <br />facilities (including accessory caretaker apartments) as a conditional use in <br />the B-3 zoning district. <br />A site plan be provided which illustrates the location of the caretaker's <br />apartment within the context of the entire site. <br />3. The caretaker's apartment satisfy applicable City and State Building and Fire <br />Code requirements. This issue shall be subject to further comment by the <br />City Building Official. <br />4. The applicant demonstrates compliance with off-street parking requirements <br />for the caretaker's apartment (two off-street parking spaces including one <br />garage stall). <br />5. Any and all commercial, industrial or residential use other than storage is <br />prohibited within the self storage facility. <br />Except for normal household quantities, the storage of any hazardous <br />materials, chemicals, gasoline, or flammable liquids is prohibited in any <br />storage space. <br />Comments of other City staff. <br />The alternative would be to deny both the amendment and the CUP, requiring the <br />applicants to discontinue the residential use.
