<br />Surveyed Community Analysis <br />As part of the alternative benefit survey, the staff asked the twelve surveyed communities if a <br />decision had been made regarding the employer/employee percentage outside of the mandatory <br />amount paid by the employer. 100% of respondents stated that no decision had been made yet. <br /> <br />Should the City of Little Canada decide to pay the full cost for the Minnesota Paid Leave <br />program, the estimated impact to the 2025 budget would be approximately $20,000. <br /> <br />How is your municipality addressing the employee percentage for Minnesota Paid Leave? <br />Prior to the Minnesota Paid Leave Program legislation, staff considered paid parental leave as a <br />potential benefit for employees. While the Minnesota Paid Leave program will afford qualifying <br />parental leave, employees will not receive 100% of their salary. Therefore, staff is considering an <br />additional benefit to “make employees whole” for those with qualifying parental/adoption leave. <br />Additionally, another approach could allow employees to utilize other paid time off to fund the <br />remainder of their salary. <br /> <br />Based on the 2024 Mercer report, “paid parental leave is now a thoroughly mainstream benefit. <br />Three-fourths of employers now offer paid parental leave or plan to do so in 2024…” According <br />to the report, 75% of respondents offer a median of seven weeks of paid parental leave in 2024. <br />In 2023 or planned for 2024, 70% also offered a median of six paid weeks for adoption leave. <br /> <br />Additional Paid Parental Leave <br />Surveyed Community Analysis <br />Survey respondents were asked detailed questions about paid parental leave, including if leave is <br />currently offered by the municipality. If so, how many hours of paid parental leave are offered, <br />and if paid parental leave time is included in the Federal Employee Paid Leave Act (FEPLA) or <br />Family and Medical Leave Act (FMLA) or if it is offered in addition to that amount. <br /> <br />According to the survey, 11 out of 12 communities responded regarding paid parental leave and <br />if their municipality offered it as a benefit. Respondents could provide a yes or no answer, and <br />additionally, a no, but starting to analyze option.
