City Apparel Benefit
Over the last year, staff has worked to analyze apparel policies and procedures. As the data will
show, many communities do not have a formalized policy.

Surveyed Community Analysis
Communities were contacted about city policies for funding city apparel. The following
communities provided responses as outlined in Table 2.

Table 2: Responding Communities
Arden Hills* North Saint Paul
Maplewood* Roseville*
Mound Shoreview*
Northfield Vadnais Heights*
Benchmark community from 2022 adopted
compensation study
*Little Canada standard comparable
community

Each surveyed community was asked to provide a copy of their formalized policies and
procedures, if available, for administrative staff.

Table 3 below provides a synthesized overview of apparel policies and procedures for each
surveyed community. Should the council wish to proceed with drafting formal policies and
procedures, staff would utilize elements from various policies in these communities in
consultation with the Finance Department and city auditors regarding taxability.

Table 3: Overview of Apparel Policy and Produces
Community Apparel Policy and Procedure
Arden Hills
Formal policy in Personnel Manual (updated January 1, 2024)
• For permanent city staff that do not receive a prescribed uniform
allowance
• Odd year: One polo shirt with the Arden Hills logo embroidered
• Even year: One sweatshirt with the Arden Hills logo
• New hires will receive the article of clothing for that year
• Those who frequently interact with the public may also receive one
button-down shirt with the logo annually
• Clothing is considered necessary for an employee’s role and may
be required to be returned when service ends
• Employee may purchase additional apparel at their own expense
Maplewood
No formal policy for non-uniform staff members
• Informal policy for employees that fall outside of a union contract:
employees pay 100% of cost
• A “gear store” is opened once a year for those interested
