<br />City Apparel Benefit <br />Over the last year, staff has worked to analyze apparel policies and procedures. As the data will <br />show, many communities do not have a formalized policy. <br /> <br />Surveyed Community Analysis <br />Communities were contacted about city policies for funding city apparel. The following <br />communities provided responses as outlined in Table 2. <br /> <br /> Table 2: Responding Communities <br />Arden Hills* North Saint Paul <br />Maplewood* Roseville* <br />Mound Shoreview* <br />Northfield Vadnais Heights* <br />Benchmark community from 2022 adopted <br />compensation study <br />*Little Canada standard comparable <br />community <br /> <br />Each surveyed community was asked to provide a copy of their formalized policies and <br />procedures, if available, for administrative staff. <br /> <br />Table 3 below provides a synthesized overview of apparel policies and procedures for each <br />surveyed community. Should the council wish to proceed with drafting formal policies and <br />procedures, staff would utilize elements from various policies in these communities in <br />consultation with the Finance Department and city auditors regarding taxability. <br /> <br />Table 3: Overview of Apparel Policy and Produces <br />Community Apparel Policy and Procedure <br />Arden Hills <br />Formal policy in Personnel Manual (updated January 1, 2024) <br />• For permanent city staff that do not receive a prescribed uniform <br />allowance <br />• Odd year: One polo shirt with the Arden Hills logo embroidered <br />• Even year: One sweatshirt with the Arden Hills logo <br />• New hires will receive the article of clothing for that year <br />• Those who frequently interact with the public may also receive one <br />button-down shirt with the logo annually <br />• Clothing is considered necessary for an employee’s role and may <br />be required to be returned when service ends <br />• Employee may purchase additional apparel at their own expense <br />Maplewood <br />No formal policy for non-uniform staff members <br />• Informal policy for employees that fall outside of a union contract: <br />employees pay 100% of cost <br />• A “gear store” is opened once a year for those interested <br />
