MINUTES <br />CITY COUNCIL <br />JUNE 129 2024 <br />The Parks and Recreation Director commented that there was a strong candidate pool and staff went <br />through the application and interview process efficiently. He commented that Emelie has a strong skill <br />set and will be a great addition to the team. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-6-65 — APPROVING THE HIRE OF EMELIE LINDABA UR AS <br />THE NEW RECREA TION COORDINA TOR <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE A REQUEST FOR PROPOSAL FOR CITY ATTORNEY CIVIL SERVICES <br />The City Manager explained that it is best practice to go through a review of City Attorney services on <br />a regular basis, noting that the last review was done in 2007 and the last update with the current <br />provider was done in 2014. He stated that staff is not recommending a full legal contract RFP, as staff <br />would like to continue with the current prosecution services and pursue an RFP for civil services. He <br />reviewed the proposed timeline for the RFP process. He recommended that a subcommittee of Council <br />members be involved in vetting the initial proposals and noted that the final interviews will involve the <br />full Council. <br />Mayor Fischer recognized that staff would be capable of reviewing the proposals on their own but <br />appreciated the ability for the Council to be involved. He believed that the engagement of the Council <br />was helpful and hoped that they add value to the process. He anticipated that a few members of the <br />Council would also be involved in the organized collection negotiations. He recognized that it has <br />been many years since the City has completed an RFP for legal services, acknowledging that the <br />current provider could be chosen to continue to serve the City. He agreed that this was a good best <br />practice for the City and is not a sign that the City is unhappy with its current legal services. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-6-66 — DIRECTING STAFF TO PROCEED IN ISSUING THE <br />DRAFT LEGAL SER VICES FOR CIVIL A TTORNEY REQ UEST FOR PROPOSALS <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />SUPPORT FOR JUNETEENTH EVENT AT PIONEER PARK <br />The Community Relations Manager stated that a resident reached out to staff about the City hosting a <br />Juneteenth event. She stated that the City did not have sufficient time to plan for a City led event, but <br />recommends support of the resident led event. She reviewed the different activities that will be a part <br />of event. She stated that the resident is soliciting donations for the event and if the Council supports <br />the request, staff recommends a donation of $200 for the event. She specified that staff would work <br />with the resident and then purchase up to $200 of food for the event. <br />3 <br />
