MINUTES <br />CITY COUNCIL <br />JUNE 249 2024 <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no further comments from the public. Upon motion by T. Miller, seconded by Gutierrez, <br />the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-6-71-- APPROVING A MINOR SUBDIVISION, LOT LINE <br />ADJUSTMENT, LOCATED AT 2255 AND 2251 MCMENEMY STREET. <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONSIDER MAJOR SUBDIVISION AND PRELIMINARY AND FINAL PLATS FOR <br />SUNRISE OVER GERVAIS AT 2395 EDGERTON STREET <br />The City Administrator presented a request for a major subdivision along Edgerton Street. He stated <br />that this project has been in the proposal stage since early this year, actually being reviewed by the <br />Planning Commission in February. He stated that the delay was due to a need for the Watershed <br />District to wait for the growing season to determine the ordinary high water mark (OHW). He stated <br />that the watershed review is now complete and therefore this could move forward to the City Council. <br />He stated that this request would create four lots, with plans for a single-family home on each lot. He <br />reviewed the zoning requirements for the district noting that each of the lots would meet or exceed the <br />minimum standards. He stated that there were some questions from the neighborhood asking whether <br />three or four lots would be appropriate. He noted that varying lot sizes in this area and noted that these <br />new lots would be similar or larger than the average lot on Sunrise. He stated that the Development <br />Review Committee reviewed this request and noted that the other agencies have also completed their <br />reviews. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />Mona Lackore, 2419 Sunrise Drive, asked if there was any information about water drainage and the <br />impact to the wetlands that four additional homes would have. The City Engineer replied that the <br />stormwater management practice would include sheet draining the water south to a shared infiltration <br />basin where a majority of the water will be infiltrated into the ground. He stated that all rules for rate <br />control, volume reduction and water quality would be met by this development. <br />Mayor Fischer asked if there are concerns with drainage for the property to the south. The City <br />Engineer stated that staff has met with that property owner and provided additional details on how the <br />elevation of the properties would prevent water from draining to the south. <br />T. Miller asked if there would be any impact on the wetland. The City Engineer replied that the <br />project should not have any adverse impact on the wetland. He stated that it has been confirmed that <br />the project would stay out of the wetland buffer. D. Miller asked and received confirmation that the <br />drainage would be routed away from the wetland. <br />2 <br />
